I >!G 30~ I11 S S I 0'1 June 25, 1~3g The m~gular meeting of th~ Hast'ings °lanning C~nnission was cai led to order by Chairman i(aiser at 7:30 p.n. ?!embers present: Chairra.an [(aiser, Oaamission.ars Ditty, Oredf~, FeathersTone and Voelker ~1embers Absent: O~nmissioner Zender, Anderson, Folch and Krook Staff Present: Planning Director Harmening and Intern Plum~-~.r Qhairman Xaiser called for additions or corrections to the minutes of June 12, 1939 and hearing none declared the minutes approved as presented. Planning Director Har:nening detailed to The Conmissioners a request by ISI, Inc. to rezone a parcel of land located on part of Lot 2, ~locx 1, i~/estview 2nd Addition. I~1, Inc. is also requesting approval of a site plan for construction of a duplex/daycare center on the subject proper~y. AP~OVAL OF 'IIHIJTES Oirector Harmening explained That The property is located at the intersection of 3ahls Drive and the South Frontage Road and that a daycare center is proposed to accomodate IVee ?~orld which is currently located at The intersection of t~!estview Drive and the !lorth Frontage Road. Wee World is being r~.maved as a part of the Highway 55 improvement project. Director Ham~ning indicated to the Co~missioners that the current zoning of She subject property is 0-4 Regional Shopping Center. The proposed zone is R-4 'ledium Density Residence. gaycares and duplexes are considered to be permitted used in the R-4 zone. Director Itarmaning articulated to the Commissioners the adjacent rand uses and indicated that to the north,in zone, is !~cCabes Pub and restaurant. Director Harmening indicated that although soraewhat uncle, ar, the subject property seemed to be consistent with The Co:nprehensiws Plan. 3irector ]larmening then made reference -re the daycare facility itself. He articulated that the daycare facility ~ould consist of 3,735 sq. ft. and ,vould involve eight employees,two of ?.'hich uould be the owners of the facility and propose to liwa in one of th3 duplex units. He indicated That the maximula capacity ef the facility .~ould accoaodate 74 children and .¥ould include four CJ aS SrOO?,S. Director Harmening reviewed matters pertaining to parking. He stated inet The City Code provides l ittl3 direction on required parking for daycare centare. He also said tha~ the parking stal Is should be stripped with a length of 9 x 20 feet. In regards to andscaping, r)irector Harmening indicated that l-he landscapin~ plan could be improved by instal ling screening plants in front of the parking spaces located ,an the south side of thc property. He also stated that 'the applicant should ',,,'ith staff to determine other appropriate landscaping treatlaents ,and "that staff is lnter,ast~,~d if ¥~hether the areas showing no buildings or pavement will b~; sodded or seeded. 0irector ,qarmening indicated that the site plan illustrates a fsnce on the north side of the property. Staff recommends that: 1. Tile rezoning from 0-4 to 2-4 be approved. 2. That 0ouncil not approve the site plan until the rezoning has been fully approved. 3. That erosion control measures be i,~plemented as necessary during the construction of the project. 4. That the site plan be revised to il lustrat~ a 10 foot setbaclq from the street right of way line to the nearest off ,street parking stall. 5. That the revised site plan il lustrating 11 parking stal Is including one handicapped stall be approved. G. Tha~ the ,applicant work '~ith staff to improve the landscaping plan. 7. That ~uaper curbs or continuous curbing be placed in front of the parlqing stal Is. Also,that the parking stalls should be g~x 2g~ in size. ~. The applicant should determine ~,..,hether existing utility services el-ubbed into the sit~ ¥~ill inter the needs of the facility. 9. At a miniq~u]~ the fence on the north side of the pro~army should be a ',,,god/opaque screened fence of at least 6 feet high. lO. Y. Director 'qar~ning indicated that currently there is no sidewalk ,along Bahia Drive but that the Oity~s sidewal',q plan il lustrates the need for a sidewal'm on Sahls Drive. H~aring no further co:nmen~s Chairman ](aiser closed the public hearing at 7:44 p.m. After the public hearing was clos~.'d,th} Planning Co'~mission discussed the merits of the application. They agreed that the proposal should ba subject ~o staff r.?~omalenda~ions. A motion was made by ~missionar Dredge, second:ad by O~missioner Oitty,to recommend to the Oity Oouncii that the rezoning be approved and thai' the sita plan be approw~d based on s~aff rec~ndations also subjec~ to: 1) that the grad~ of on.~ parking stall in the sou~h parking area be evaluated to determine the usability of the s~all. 2) ~hat consideration be given to ~he future construction of sidmvalk on Bahia 7rive,as per the city's sidewal'.~ plan. Upon vote taken~ Ayes, 5; Hayes,O. Planning go,mission meeting,the Commission .asked that he investigate ho~ other cities interpret what constitutes auto repair and ho~.~ they might interpret the land use of a Rapid Oil Ohange. }irector Harnening indicated that in the City of Oottage Grove a R~pid Oil Change would fall into the category of minor auto repair which allows for most auto repair barring ~ajor re. pair such as engine jobs and major duto.,~ork. He then indicated that in Apple Vel lay Rapid Oil Ohange fai is under the category of ~tor fuel stations.
