The regular meeting of the Hastings Planning Commission was called to

~adame Chair Kaiser called for additions or corrections to the minutes of
~he June 26, 19~9 meeting. In hearing none, she declared the minutes
approved as presented.
Planning Director Harmening conveyed to the Planning Commission that the
Preliminary Plat for the County Crossroad project will revised for the
public hearing on July 24, 1989. He also said the 51aster plan will
be changed at the time of the meeting.

In regard to traffic, Planning Director Harmening said that there will
be changes in the 33rd Street alignment into T.H. 316 and T.H. 61. He
explained that 33rd St. will intersect with these roads at a better
angle. Planning Director Harmening articulated that one of the key
issues pertaining to the project involves future improvements to T.H.
316. He gave a brief overview on the reasons improvements are needed to
T.H. 316 and said that the City's traffic consultan~ will be in
attendance for the Planning Commission's Public Hearing in order to
address this issue.
Director Harmening than briefed the Planning Coamission on issues
pertaining to parking, stand alone lots, platting issues, park
dedication fees, easements, public access to KC Hall property, and
landscaping.
C~amissioner Folch asked how wide the road is behind the mall.
Director Harmening said it should be of sufficient width.
Commissioner Voelker asked about access to Tiffany Park.
Director Har,~enin~ said that access to Tiffany Park is one issue that
has not been fully decided, and said that more information will be
available at ~he public hearing.
Commissionar Ditty asked how ~ill the malt be phased.
The developer, ~urray Kornberg, said that the i';al-~lart ~,,]ill be included
in the first phase along with two unknown tenants on Lots 4 and 5. He
said tha'~ phase t',~o ~,~ould include a grocery sYore and ,,most likely a drug
store. !la explained that the outlots will also be a part of phase two.
~,r. Kornberg said that phase? three will be in the future and will
include a Wal-!lart expansion.
A motion was made by Co:n~issioner Voalker, seconded by Commissioner
'.(aiser to order a public hearing for the F'laster Plan/Preliminary Plat
for the County Crossroad Center. Upon vote taken Ayes, 5; Nayes O.
9ir~-~:tor Harmening explained to the Planning Commission that City Staff
had recently met with the developer to discuss the Westview Auto Mail.
He said the main issue pertaining to this site involves parking and
stacking for the car wash. lte explained that the current site plan
shows room for only one stacking space for the car wash. He noted that
this was not sufficient and that staff was working with the developer to
revise the site plan in order to provide more stacking space.
A motion was made by Commissioner Folch and seconded by Commissioner
i(aiser to order a public hearing for a special use permit/site plan for
Westview Auto flail. Upon vote taken Ayes, 6; Nayes, O.
Oirector Harn~ning explained to the Planning Commission that the property
on which the Animal Shelter is interested in is located in an 1-2 zone.
He said that the I-2 zone is a heavy industrial zone and that in order to
acco~modate the Animal Shelter proposal, it must be rezoned ~o I-1. He
explained that currently the I-1 zone does not cite animal shelters as
a permitted use and said that a zoning amendr~nt would be necessary
to allow the animal shelter.
C~nmissioner Folch asked if the proposal is going to be an animal
shelter, a kennel or a animal hospital.
Director Harmening said that the Planning Staff is unaware of the exact
type anlraal shelter that the petitioner was proposing and said the
Planning Staff would be in immediate contact with the petitioner to
find out the exact details.
A motion was made by C~nmissioner Folch, seconded by Commissioner
Dredge to order a public hearing to rezone the property in question
from I-2 to I-1 and amend the 1-1 zone standards to allow animal
shelters by special use permit. Upon vote taken Ayes, 6; Nayes, O.

Director Harmening said that a revised draft of the Cc~nprehensive Plan
has been completed. He said that ~ccording to Loucks, the revised draft
~akes info consideration the meetings conducted by the cc~nmittee of the
Planning Cc~mission last fall and winter. Direc~tor Harmening
distributed to the committee of the Planning Commission, copies of the
revised draft of the proposed Comprehensive Plan Update. He said that
the committee should review the draft in the next couple weeks, and et
that time, the ccmmittee would ~et and go through the draft to make
final corr(~tions.
A motion was made by Com:aissioner Folch, seconded by Commissioner
Dredge to adjourn the r~eting at ~:20 P~I. Upon vote tal~n Ayes,
