A special meeting of the Has~ings Planning Commission was called to order by Chairman
Kaiser at 4:00 p.m.

and Voelker
Members Absent: Commissioner Folch
Staff Present: Planning Director Harmening, City Engineer Montgomery
Chairman Kaiser called for additions or corrections to the
minutes of September 11, 1989. Hearing none, she declared
the minutes approved as presented.
MINUTES
Harmening indicated that Delta Realty was requesting approval
of a proposed final plat for the County Crossroads Center
Addition. Harmening indicated that the City Council approved
the preliminary plat on 8/7/89 subject to a number of
conditions. Harmening further indicated that upon reviewing
the final plat with the preliminary plat and the conditions
imposed, it appeared the final plat was consistent with the
preliminary plat and the conditions imposed by the Council
with several minor exceptions. After a brief
discussion, motion was made by Dredge, seconded by Anderson
to recommend approval of the final plat for the County
Crossroads Center Addition subject to the conditions
adopted as a part of the preliminary plat approval process
including, but not limited to, the following:

1. Resolution of park dedication issues shall be made prior to
the recording of the final plat.
The city shall be provided with the necessary utility and
drainage easement from Toyota as well as the provision of
a 10 foot sidewalk easement from the applicable property
owners along 33rd Street and Tiffany Drive.
Final resolution of assessment issues pertaining to Tiffany
Drive and related intersection improvements at Tiffany Drive
and Trunk Highway 316 as well as future stoplights at
Trunk Highway 61 & Trunk Highway 316 & 33rd Street.
A joint parking and access agreement shall be prepared by the
developer for city approval to take into consideration the
ultimate joint use of the parking lot and access drive, etc.
by other businesses or property owners in the development.
If appropriate, the city shall be a party to this agreement
with said agreement to be recorded against all applicable
properties in the plat.
Interceptor sewer charges shall be paid at or before the
time of recording the final plat. These charges are $150/per lot
in the plat.
The developer is proposing to plat an Outlot (Outlot D) in
the southwest corner of the plat. This Outlot is to be
reserved as a corridor for a street which is to extend from
the Carl Park plat to Trunk Highway 61 at the intersection
of Cannon Street and Trunk Highway 61. At such time the
configuration of the street extension has been determined,
the developer shall agree to dedicate the necessary
right of way within this Outlot at no expense.
The developer shall receive all other applicable permits
for the project from the Pollution Control Agency,
Department of Health, MnDot and any other local, state or
federal agencies.
The plat should be revised to illustrate a 10 foot drainage
and utility easement along the east property line of Outlot A
adjacent to Trunk Highway 316.

The signature sheet for the plat should illustrate that the
Planning Commission approved the final plat during a special
meeting rather than a regular meeting.
10. A development agreement shall be formulated between the
developer and the City of Hastings to take into consideration
the aforementioned conditions and understandings or conditions
and understandings which have been adopted by the city in the
past or which may be identified at a later date.
Upon vote taken, Ayes, 6; Nayes, O; Commissioner Krook abstained.
Planning Director Harmening indicated that Delta Realty
was requesting approval of a site plan for a 76,164 sq.ft.
Wal Mart store proposed to be located in the County
Crossroads Shopping Center adjacent to Trunk Highway 31 6.
Harmening indicated that it also appeared that the city
needed to ap prove an amendment to the Master Plan for the
County Crossroads Center to take into consideration
modifications to the Master Plan due to changes in the
Wat Mart portion of the project. Harmening again indicated
that the Council had approved the Master Plan and preliminary
plat for the project on August 7, 1989 subject to a n~ber
of conditions.
Harmening reviewed with the Planning Commission items of
interest including, but not limited to, zoning,
Master Plan amendments, phasing plan, truck access,
traffic consultant recemmendations, parking, lighting,
park dedication, sidewalks, dumpster screening, grading/
drainage and utilities, signage, elevation drawings,
landscaping and bermlng, etc.
Murry Kornberg, representing Delta Realty, was in attendance
and discussed with the Planning C~mmission a number of issues
relating to the project including an explanation of the
elevation drawings for the building, landscaping and other
related matters. Mr. Kornbergs architect was also in
attendance and assisted Mr. Kornberg in answering questions
of the Planning Commission.

APPROVE SITE PLAN -
WAL MART, TRUNK HWY 316
& 33RD ST.-DELTA REALTY
The Planning Commission reviewed ali matters perfalning to the
project and discussed in length matters pertaining to the
appearance of the building, landscaping and berming, sidewalks,
performance bonds and matters pertaining to a service road behind Wal Mart.
Commissioner Featherstone indicated that the /~al ~art plans
do not illustrate future consideration for recycling and the
need to separate waste. Mr. Featherstone said that he felt
that all developers should take these future needs into
consideration and should be planned for as a part of development
proposals.
After extensive discussion, a motion was made Krook, seconded
by Dredge to recommend approval of the amended Master Plan
and the site plan subject to the conditions adopted as a part
of the preliminary plat approval process as well as the following:
That a complete lighting plan be submitted to city staff for
review and approval. Furthermore, the lighting should be
designed such that the lumens are zero foot candles at the
property lines.
The service drive behind Wal Mart should be increased in
size from 25 feet to 28 feet. Also, "no parking" signs shall
be Installed along both sides of the service drive behind
Wal ~rt.
The curb radius at the northeast corner of the intersection
of the main service drive in front of Wal Mart and the main
service drive extending from 33rd St. should be increased to
30 feet to facilitate truck movements from 33rd Street to the
back of the ~at Mart store.
The main service drive from 33rd Street should be striped
with an 18 foot inbound lane (south), 12 foot left turn lane
and a 14 foot right turn lane. This striping should be
implemented from 33rd Street south to the intersection of
the main service drive and the service drive which wraps
around the north side of the Wal Mart parking lot. From that
particular intersection a single stripe should then be
extended in the middle of the main service drive south to the
service drive which passes in front of the Wal Mart Store.
C. Resolution of park dedication issues shall be made prior to
the recording of the final plat.
D. The compactor pad shall be screened as necessary on alt 4 sides.
E. Grading/Erosion Control/Utilities
1. That the recommendations made by Barr Engineering regarding
erosion and sediment control provisions are adopted by
reference and shall be adhered to by the developer.
2. The developer shall provide to the City Engineer a plan which
illustrates the phasing of the grading on the site.
3o The developer shall work with City Staff ragarding a
revised grading plan for Outlot E.
4. The developer shall receive the necessary grading permits
from the city prior to commencing grading on the site.

That the developer and city work out a performance bond
arrangement for utilities and grading on the site prior
to grading and utility work beginning.
F. The developer shall provide detailed sign plans for Planning
Commission review and approval.
G. Landscaping
1. That the trees proposed to be located on the 7 islands in
front of the Wal Mart store be increased in size from 2.5
inches to 4 to 6 inches. Also, areas shown as being seeded
shall be sodded. Also, it is highly recommended that an
irrigation system be installed on the site.
That the structure and accessory items such as the parking lot,
landscaping, etc. be completed pursuant to the approved site plan.
Upon request for occupancy of the building alt uncompleted items
contained within the site plan shall be addressed pursuant to the
escrow requirements contained in the site plan review provlsions of
the City's Zoning Ordinance (Section 10.24).
I. Approval subject to the building plans complying with building
code requirements.
The materials and the color to be used on the structure shall be
consistent on all four sides of the building. In addition, the
horizontal stripe shall be continued around all four sides.
That a 4 to 5 foot wide sidewalk be installed on the west side
of the main service drive which extends south from 33rd St. The
sidewalk should extend from 33rd St. to the service drive which
passes in front of Wal Mart. This sidewalk shall be Installed as
part of the initial Wal Mart development.
That a development agreement be formulated to take into consideration
the aforementioned items, items identified in the past, and those
which may be identified in the future.
Upon vote taken, Ayes, 7; Nayes, 0.
There being no further business a motion was made by
Commissioner Krook, seconded by Commissioner Anderson to
adjourn the meeting at 5:55 p.m. Upon vote taken, Ayes, 7;
Nayes, 0.
