council with the following recommendation:
Recommend that the City Council adopt a resolution
which would table approval of the final plat and
site plan until a clearer determination can be made,
to the city's satisfaction, as to whether the development
will involve senior citizen housing as previously
proposed to the city by the developer. If it is determined
that the senior project would occur, the Planning Commission
and City Council could then act on the final plat and site
plan as currently proposed. If it is determined that the
senior project will not occur, the proposed final plat
and site plan would not be approved. If the applicant
proceeds with a non-senior housing project, the applicant
would be required to resubmit a new preliminary plat for
approval which would illustrate how the project would be
designed without the private park.
