HomeMy WebLinkAbout20210104 - CC Minutes Hastings,Minnesota City Council Meeting Minutes January 4,2021 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday,January 4,2021 at 7:00 p.m. via Zoom video conference. Mayor Fasbender explained why and referenced various city, state and federal declarations and guidelines that an in-person meeting was not practical or prudent due to the COVID-19 Pandemic. Members Present: Mayor Fasbender, Councilmembers Braucks, Folch,Fox, Leifeld, Lund and Vaughan Staff Present: City Administrator Dan Wietecha Administrative Services Director Julie Flaten City Attorney Dan Fluegel Community Development Director John Hinzman Swearing in Elected Officials: Ward 1 Councilmember—Tina Folch Ward 2 Councilmember—Jen Fox Ward 3 Councilmember—Lisa Leifeld Ward 4 Councilmember—Trevor Lund Mayor Fasbender welcomed the newly elected Councilmembers and each read the Oath of Office. Approval of Minutes Mayor Fasbender asked if there were any additions or corrections to the minutes of the City Council Regular Meeting on December 21,2020. Minutes were approved as presented. Comments from the Audience Mayor Fasbender stated comments received about items not on the agenda have been distributed to all councilmembers and are acknowledged. Approve Amendment to Joint Powers Agreement with Vermillion River Watershed 17. Approve Joint Power Agreement with Dakota County Community Services Department for Coordinated Response Pilot Councilmember Braucks motioned to approve as amended, seconded by Councilmember Lund. Roll Call: Ayes 7;Nays 0. Closed Door Session to Discuss Pending Legislation Mayor Fasbender indicated the relevant MN Statute as for a closed-door session. Councilmember Vaughan motioned to close the public meeting and open the closed-door session at 7:13 p.m., seconded by Councilmember Folch. Roll Call: Ayes 7;Nays 0. Mayor Fasbender called the closed-door session to order at 7:14 p.m. Councilmember Folch motioned to close the closed-door session and reopen the public meeting at 7:44 p.m., seconded by Councilmember Braucks. Roll Call: Ayes 7;Nays 0. Mayor Fasbender and Councilmembers made the following announcements: • Planning Commission will meet on Monday, January 11'I'at 7:00 p.m. • HEDRA will meet on Thursday, January 14'x'at 6:00 p.m. • Heritage Preservation Commission will meet on Tuesday, January 19'x'at 7:00 p.m. • City Offices will be closed on Monday, January 18`x' in observance of Martin Luther King Jr. Day • Introduction to Ice Fishing will be held at Lake Rebecca, on Saturday, January 9'I'. Bait,tackle, poles, and holes will be provided. All attendees can fish without a fishing license during this event, catch and release only under our DNR waiver. This event is in partnership with Carpenter Nature Center,National Park Service,and the Department of Natural Resources. The event is free of charge, but registration is required.
