City Council Meeting Minutes
December 7,2020
The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, December 7,
2020 at 7:00 p.m. via Zoom video conference.
Mayor Fasbender explained why and referenced various city, state and federal declarations and guidelines that
an in-person meeting was not practical or prudent due to the COVID-19 Pandemic.
Members Present: Mayor Fasbender, Councilmembers Balsanek, Braucks, Folch,Leifeld,Lund and Vaughan

Approval of Minutes
Mayor Fasbender asked if there were any additions or corrections to the minutes of the City Council
Special Meeting on November 13, 2020 and the Workshop and Regular Meetings on November 16,2020.
Minutes were approved as presented.
Council Items to be Considered
Councilmember Folch requested to pull Consent Agenda Item 8. The item was pulled and moved to
Item 1 under Administration.

3. 15`Reading/Order for Public Hearing—Ordinance Amendment—Adjusting CityFees

5. Approve 2021 Local 49er's Collective Bargaining Agreement
6. Approve Ambulance Service Billing Contract with Optum Holdings LLC
7. Resolution No. 12-02-20: Declaring Insurance Liability Coverage
8. Approve Unbudgeted Expense-Fire Department Furnace
9. Resolution No. 12-03-20: Acceptance and Appreciation of a Donation to the Fire Department from
Pat Moen Lawn Care
10. Resolution No. 12-04-20: Approve Smokin Oak Express LLC On-Sale Wine, 3.2%Malt Liquor
and Sunday Liquor Licenses
Councilmember Braucks motioned to approve as amended, seconded by Councilmember Vaughan.
Roll Call: Ayes 7;Nays 0.
Public Hearing: Truth in Taxation for 2021 Budget
Wietecha summarized the budget process to date, impacts to citizens, goals of the budget and items
suggested for inclusion. The final budget and tax levy will be adopted at the December 2151 council meeting.
Mayor Fasbender opened the public hearing at 7:23 p.m. Hearing no comments, she closed the public
hearing at 7:24 p.m.

Council discussed the gap funding for Highway 316 from Dakota County,a possible incentive from
Dakota County for waste haulers to comply with the solid waste management plan, itemization and staff
liaisons of various capital improvements, Facilities and Fire Department Studies and Loop Bus Service partial
funding.
Resolution No. 12-05-20: Industrial Park Land Credit and Sale-Simply Secure Storage(2030 Spiral
Blvd)
Hinzman discussed the sale, land credit and concept plan request at 2030 Spiral Blvd for the building
of a storage facility. HEDRA unanimously voted to recommend approval.
Council discussed the amount of vacant land in the Industrial Park.
Councilmember Balsanek motioned to approve as presented, seconded by Councilmember Leifeld.
Roll Call: Ayes 7;Nays 0.
Approve Unbudgeted Expense—Fire Department Furnace
Wietecha explained that the Purchasing Policy dictates any unbudgeted items over$5,000 need
Council approval,the furnace failure at the Fire Department and the impact of purchasing a new furnace to the
Fire Department's budget.
Council discussed the need for a facilities needs assessment,Facilities staff lead and planning for long-
term building needs.
Councilmember Folch motioned to approve as presented, seconded by Councilmember Lund. Roll
Call: Ayes 7;Nays 0.
Mayor Fasbender and Councilmembers made the following announcements:
• Happy Birthday Mayor Mary!
• Parks& Recreation Commission will meet on Tuesday, December 8`l'at 7:00 p.m.
• HEDRA will meet at 6:00 p.m. on Thursday, December 10`'
• Planning Commission will meet on Monday, December 14"'at 7:00 p.m.
• Heritage Preservation Commission will meet on Tuesday, December 15"'at 7:00 p.m.
• Holiday light recycling drop off through December 30"'for Dakota County residents at the Joint
Maintenance Facility located at 920 W. 10"' Street.
• Show Us How You Shine Hastings! If you are decorating your home or business with outdoor lights this
holiday season, please consider sharing a picture for all to see. Photos will be shared on the City website/
social media,and placed on a map for a self-guided, drive-by tour.This is not a contest,just a chance to
have fun.
• Councilmember Folch requested the City Council or the Economic Task Force meet to discuss
contingency planning and communicating with businesses on their needs as the pandemic continues.
Councilmember Braucks motioned to adjourn the meeting at 8:00 p.m., seconded by Councilmember
Leifeld. Roll Call: Ayes 7;Nays 0.
