City Council Meeting Minutes
November 16,2020
The City Council of the City of Hastings,Minnesota met in a regular meeting on Monday,November 16,
2020 at 7:00 p.m. via Zoom video conference.
Mayor Fasbender explained why and referenced various city, state and federal declarations and guidelines that
an in-person meeting was not practical or prudent due to the COVID-19 Pandemic.
Members Present: Mayor Fasbender, Councilmembers Balsanek, Braucks, Folch, Leifeld, Lund and Vaughan

Approval of Minutes
Mayor Fasbender asked if there were any additions or corrections to the minutes of the City Council
Workshop or Meeting on November 2, 2020.
Minutes were approved as presented.
Consent Agenda

Councilmember Braucks motioned to approve as presented,seconded by Councilmember Folch. Roll
Call: Ayes 7;Nays 0.
Public Hearing: City of Hastings Wellhead Protection Plan Update
Caven explained the State mandated requirements to provide additional protection to the ground water
aquifer and municipal water supply.John Greer,Barr Engineering, provided additional information of the
previous plan and the proposed new plan.
Council discussed the progress made on nitrate contamination mitigation efforts.
Mayor Fasbender opened the public hearing at 7:17 p.m. and hearing no comments closed the public
hearing at 7:18 p.m.
Public Hearing and Resolution No. 11-08-20: Vacation of Easement-Heritage Ridge
Hinzman discussed the reason to vacate the drainage and utility easements located west of General
Sieben Drive within the Heritage Ridge Subdivision.

Mayor Fasbender opened the public hearing at 7:20 p.m. and hearing no comments closed the public
hearing at 7:21 p.m.
Councilmember Folch motioned to approve as presented, seconded by Councilmember Leifeld. Roll
Call:Ayes 7;Nays 0.
Vermillion Acres Senior Housing-Headwaters Development(1090 Co Rd 47)
a. Resolution No. 11-09-20: Preliminary Plat-VERMILLION ACRES
b. Resolution No. 11-10-20: Site Plan -75-unit senior housing building
c. Resolution No. 11-11-20: Variance to Roof Pitch
Hinzman talked about the proposed development at 1090 County Road 47. Furthermore, Council
previously approved a Comprehensive Plan Amendment and Rezoning of the property for the proposed
development and the Planning Commission unanimously voted to recommend approval.
Council discussed whether the proposed development may affect the existing Vermillion Trail and
possible traffic impacts to area.
Councilmember Leifeld motioned to approve the preliminary plat as presented, seconded by
Councilmember Braucks. Roll Call:Ayes 7;Nays 0.
Councilmember Leifeld motioned to approve the site plan as presented,seconded by Councilmember
Braucks. Roll Call:Ayes 7;Nays 0.
Councilmember Vaughan motioned to approve the roof pitch variance as presented,seconded by
Councilmember Braucks.Roll Call:Ayes 7;Nays 0.
Resolution No. I1-12-20: Special Use Permit-Columbarium -St Philips Church (1401 West 15"'St)
Hinzman discussed the special use permit request from St. Philips Church for a columbarium. The
Planning Commission unanimously voted to recommend approval.
Council discussed their support of the special use permit and the agreement between the City and Church
regarding the perpetual maintenance of the columbarium if the Church relocated.
Councilmember Braucks motioned to approve as presented,seconded by Councilmember Folch. Roll
Call: Ayes 7;Nays 0.
Lake Isabel Park Master Plan
Jenkins introduce Mitch Workman, from ISG Inc.,who discussed the survey results,the final version
of Lake Isabel Park Master Plan,costs and grant opportunities.
Council discussed the prioritizing and grouping of items in the plan for the Parks&Recreation
Committee meeting,further explanation of the phased approach, implementation of the plan may be over
several years, placement of trees and maintaining the view of Lake Isabel,the shelter/pavilion was a resident
priority, notification to residents about the Parks&Recreation Committee meeting,potential items to be
completed by City staff and the current maintenance needs of other City parks.
Councilmember Leifeld motioned to refer this to the Parks &Recreation Committee of the Council,
seconded by Councilmember Lund.Roll Call:Ayes 6;Nays 1 -Balsanek.

Wietecha summarized the waiving of the first one-half installment of license fees for On-Sale
Intoxicating,Wine,On-sale 3.2%Malt and Club Liquor Licenses and discussed possibly waiving the second-
half installment of these license fees and how the loss in revenue may affect the budget.
Council discussed the total dollar amount of fees that have been waived or refunded since the
beginning of the Pandemic,acknowledged that fee waiving cannot continue into the future because these fees
are incorporated into the budget and CARES Act funding assistance to City.
Councilmember Lund motioned to approve as presented, seconded by Councilmember Braucks. Roll
Call: Ayes 7;Nays 0.
Mayor Fasbender and Councilmembers made the following announcements:
• Heritage Preservation Commission meeting scheduled for Tuesday,November 17'has been cancelled.
• Public Safety Advisory Commission will meet on Thursday,November 19`'at 6:30 p.m.
• Planning Commission will meet on Monday,November 231 at 7:00 p.m.
• City Council will conduct a workshop on Monday, December 7'h at 5:30 p.m.to discuss County Road 46.
• Tuesday,November 17th a 30-minute Recycling Myth-Busters webinar answers the do's and don'ts of
recycling and what really happens after it's picked up at your curb.Register on the City website.
• The City has upcoming commission openings for 2021 on HEDRA,Heritage Preservation,Public Safety
Advisory, Parks&Recreation,and Planning Commission. Please complete an application interest form by
Friday,November 20.
• Mayor Fasbender encourage residents to shop local and highlighted Small Business Saturday on
November 281.
Councilmember Lund motioned to adjourn the meeting at 8:24 p.m., seconded by Councilmember
Braucks. Roll Call:Ayes 7;Nays 0.
