regular meeting for your review and approval.

IV. BUSINESS
A. Confluence Development Update
The Confluence team will be in attendance and will provide and update on
construction progress to HEDRA.
B. Downtown Property Use Study
Included in the packet is the draft Downtown Property Use Study. Staff is seeking
feedback on the draft of the study prior to formal adoption.
V. REPORTS AND INFORMATION
A. COVID Business Restrictions
City Staff continue to track updates at the State and Federal level related to
business restricts as a result of the Covid-19 global pandemic. Currently bars,
restaurants, and breweries are limited to take out service only through December
18th. Gyms are also closed until December 18th. Staff participated in a small
business relief package listening session on 12/1 coordinated by local chambers of
commerce that included Sen. Karla Bigham, Rep. Tony Jurgens, and Rep. Anne
Claflin.

B. Siewert Downtown Development
City Staff continues to collaborate on a potential downtown redevelopment
project with Mr. Siewert. The downtown property study will help provide
direction to both staff and the prospective developer how best to proceed. City
Staff has a meeting scheduled with Mr. Siewert on 12/7 and will provide
HEDRA with an update from that meeting.
C. Hiawatha Broadband (HBC)
City Staff met with HBC regarding their interest to expand broadband service
including fiber to the home throughout Hastings. They indicated an interest in
opening an office location within Hastings and a general timeline of four to five
years to achieve full coverage across the City. City Staff continues to collaborate
with HBC on potential leasable office space and on agreements for the use of
right-of-way for broadband construction.

D. Development Update
• The Confluence - Exterior work continues with replacement of roofing and
windows. Brick tuckpointing is nearly complete.
• Heritage (Sieben) Ridge - 116 home sites, half villa homes, half traditional
single family. Located west of General Sieben Drive and south of St
Elizabeth Ann Seton Church. First phase of nine lots under construction for
the Spring Parade of Homes.
• Vermillion Acres - 75 unit senior housing facility located at 1090 County
Road 47. Contains 60 assisted living and 15 memory care units. Planning
Commission recommend approval on November 9th. The City Council
approved the project at their meeting on November 16th. Requests approved
included the preliminary plat, site plan, and roof pitch variance.
