HomeMy WebLinkAbout20201019 - CC Minutes Hastings,Minnesota City Council Meeting Minutes October 19,2020 The City Council of the City of Hastings, Minnesota met in a regular ineeting on Monday, October 19, 2020 at 7:00 p.m, via Zoom video conference. Mayor Fasbender explained why and referenced various city, state and federal declarations and guidelines that an in-person meeting was not practical or prudent due to the COVID-19 Pandemic, Members Present: Mayor Fasbender, Councilmetnbers Balsanek,Leifeld, Lund and Vaughan Members Absent: Councilmembers Braucks and Folch. Staff Present: City Administrator Dan Wietecha Administrative Services Director Julie Flaten City Attorney Dan Fluegel Community Development Director John Hinzman Parks &Recreation Director Chris Jenkins Recreation Program Specialist Paige Marschall Bigler Presentation—Dakota County Historical Society Matt Carter, Dakota County Historical Society, and Mariah Ring, from LeDuc Estate provided an update on Dakota County historical sites and the LeDuc Mansion. Presentation—Recap of 2020 Levee Park Programming Marschall Bigler provided a recap of this past season's events. Approval of Minutes Mayor Fasbender asked if there were any additions or corrections to the minutes of the City Council Meeting on October 5,2020. Minutes were approved as presented. Comments from the Audience Mayor Fasbender stated comments received about items not on the agenda have been distributed to all councihnembers and were acknowledged. Council Items to be Considered Mayor Fasbender noted that since there were six of the seven CounciImembers present; therefore, the item under Community Development was removed from the agenda, Consent Agenda 1. Resolution No. 10-10-20: Variance to Parking Standards This item was removed from the agenda due to the lack of Councilinembers needed for the vote. Mayor Fasbender and Councilmembers made the following announcements: • Planning Commission will meet on Monday,October 261 at 7:00 p.m. • Public Safety Committee will meet on Tuesday, October 271 at 6:00 p.m. • City Council will conduct a workshop on Monday,November 2" at 5:30 p.m.to discuss WAC/SAC fees. • Canadian Pacific Railroad has scheduled repairs and track replacement work at the East 21 Street crossing beginning today. Weather permitting,the work will take 3 —5 days to complete. During the work,traffic will be detoured to Lea, East 11 Street, and Tyler Streets. • The City has created a grant program to aid local non-profit organizations that can demonstrate financial hardship due to COVID-19. Priority will go to organizations that provide human services or public heath services (such as food delivery, mental heath counseling, community outreach,housing assistance, and economic security).
