HomeMy WebLinkAbout09-28-2020 PC MinutesHastings Planning Commission September 28, 2020 - Regular Meeting Agenda The Hastings Planning Commission of the City of Hastings, Minnesota met in a regular meeting on Monday, September 28, 2020 at 7:00 p.m. via Zoom Meeting. Chair Johnson called the meeting to order at 7:00 p.m. 1. Call Meeting to Order Planning Commissioners Present: Messina, Best, Romens, Halberg, Johnson, and Matzke Planning Commissioners Absent: Siebenaler Staff Present: City Planner Justin Fortney 2. Approval of Minutes Motion by Commissioner Messina to approve the September 14, 2020 Planning Commission meeting minutes as presented, seconded by Commissioner Halberg. Roll call vote: Ayes 6; Nays 0; Motion approved. PUBLIC HEARINGS OTHER ACTIONS 3. Larry and Susan Schlomka - Site Plan #2020-32 - Expansion of Existing Structure - 1904 Vermillion Street. Fortney provided a summary of the staff report and mentioned that MnDot has not provided comments on the site plan yet, but plans to shortly. Chair Johnson asked what aspects of the site plan may be affected by the MnDot comments. Fortney said it is often related to driveways and other ROW improvements. Commissioner Matzke asked if they may require the access to Vermillion Street to be removed. Fortney said in the past they have required them to be removed when there was secondary access to side streets. Fortney added that comments affecting the plan can be approved administratively if they don’t create large impacts to the proposal. Commissioner Matzke asked if the proposal would come back to them if there were any substantial changes. Fortney said it would. Chair Johnson asked if anyone wished to speak on the proposal. Commissioner Halberg said it was nice to see a property along Vermillion Street being rehabilitated. Commissioner Messina motioned to recommend approval of the site plan as proposed with the conditions included in the staff report, seconded by Commissioner Halberg. Roll call vote: Ayes 6; Nays 0. Motion approved. 6. Other Business Fortney provided an update of passed City Council actions. 5. Adjourn Commissioner Romans motioned to adjourn at 7:20 p.m., seconded by Commissioner Halberg.
