January 14, 1991
The regular meeting of the Hastings Planning Commission was called to
order by Commissioner Zender at 7:00 p.m.
Mayor Werner swore in newly appointed Commissioner Bill Mesaros.
Members Present: Commissioners Dredge, Reinardy, Zender, Featherstone
and Mesaros.
Members Absent: Commissioners Anderson and Patzke.
Staff Present: city Planner Czech
Commissioner Zender called for additions or corrections
to the minutes of the regular meeting of December 19,
1990. There being no further additions or corrections
to the minutes, the minutes were approved as presented.
MINUTES
Upon vote taken, Ayes, 5; Nayes, O.
Commissioner Patzke joined the meeting at 7:05 p.m.
Czech briefly reviewed staffs December 26, 1990,
memorandum to the Planning Commission concerning a
request by Charles Werner for a variance to the
required 35 foot rear yard setback so that he may
construct a 12' x 14' addition to an existing home
at 109 River Street which would be 27 1/2' from
the rear property line. Czech noted that the notice
to adjacent property owners indicated that the
variance request was to be reviewed at 7:30 p.m.
Czech suggested to the Commission that they table
the matter until 7:30 p.m. in order to allow anyone
who may be interested in this particular matter
an opportunity to discuss it.
Commissioner Reinardy moved, Commissioner Patzke
made a second, to table the variance request until
7:30 p.m. for said meeting of January 14, 1991.
Upon vote taken, Ayes, 6; Nayes, 0.
Czech briefly reviewed staffs January 9, 1991,
memorandum to the Planning Com]uission which
requests that the Planning Commission order a
public hearing for January 28, 1991, in order to
review a preliminary/final plat for city owned
property entitled Hastings Heights.

Commissioner Dredge moved, Commissioner Patzke
made a second, to order a public hearing for a
preliminary/final plat entitled Hastings Heights
for its next regular meeting which is scheduled
for January 28, 1991, at 7:00 p.m.
Upon vote taken, Ayes, 6; Nayes, O.
Czech briefly reviewed staffs January 9, 1991,
memorandum to the Planning Commission which
requests that the Planning Commission order a
public hearing for its January 28, 1991, regular
meeting at 7:00 p.m. in order to review a proposed
amendment to the zoning ordinance to allow small
animal clinics in the C-4 Zone District.
Commissioner Patzke moved, Commissioner Reinardy
made a second, to order a public hearing for
January 28, 1991, at 7:00 p.m. in order to review
a proposed amendment to the zoning ordinance which
would allow small animal clinics in the C-4 Zone
District.
Upon vote taken, Ayes, 6; Nayes, 0.
Commissioner Patzke moved, Commissioner Dredge
made a second, to table the meeting of January 14,
1991, from 7:10 p.m. until January 14, 1991, at
7:30 p.m.
Upon vote taken, Ayes, 6; Nayes, 0.
Commissioner Anderson joined the meeting at 7:20 p.m.
Commissioner Patzke moved, Commissioner Anderson
made a second, to bring from the table the January 14,
1991, regular Planning Commission meeting as well
as a variance request for a rear yard setback at
109 River Street.
Upon vote taken, Ayes, 7; Nayes, 0.
The Planning Commission briefly discussed with the
applicant the proposed variance request for a rear
yard setback at 109 River Street. The Planning
Commission noted that there were no homes directly
behind the subject property.
Commissioner Dredge moved, Commissioner Featherstone
made a second, to approve the variance request based
on testimony received at the meeting as well as
information contained in staffs December 26, 1990,
memorandum.
