APPROVAL OF MINUTES Approve Minutes of the City Council Meeting on September 21, 2020. Minutes were approved as presented. VI. COMMENTS FROM THE AUDIENCE Comments from the audience may include remarks about items listed on the Consent Agenda. Mayor Fasbender stated comments received about items not on the agenda have been distributed to all councilmembers and are acknowledged. VII. COUNCIL ITEMS TO BE CONSIDERED Unanimous consent is required to add items to the agenda. VIII. CONSENT AGENDA The items on the Consent Agenda are items of routine nature or no perceived controversy to be acted upon by the City Council in a single motion. There will be no discussion on these items unless a Councilmember so requests, in which event the items will be removed from the Consent Agenda to the appropriate Department for discussion. AWARDING OF CONTRACTS AND PUBLIC HEARING These are formal proceedings that give the public the opportunity to express their concern, ask questions, provide additional information, or support on a particular matter. Once the public hearing is closed, no further testimony is typically allowed and the Council will deliberate amongst itself and with staff and/or applicant on potential action by the Council. X. It is up to the discretion of the Mayor as to what, if any, public comment will be heard on these agenda items. A. Public Works B. Community Development 1.Sieben Ridge - TC Land (General Sieben Drive) a.Resolution : Preliminary Plat - 116 Lots No. 10-03-20 b.Authorize Signature: Preliminary Grading Agreement Hinzman discussed the preliminary plat and site grading for Sieben Ridge subdivision. He also indicated that the Planning Commission and Planning Committee of the Council discussed and supported the development. Council discussion on duplication of street names and disclosure provided to potential home buyers regarding mining operations. Mark Guenther, developer, provided clarification. Balsanek, Vaughan to approve the resolution as presented. Roll call vote 7 Ayes, 0 Nays Balsanek, Braucks to approve the preliminary grading agreement as presented Roll call vote 7 Ayes, 0 Nays 2.Resolution : Site Plan - Expansion of Existing Building - No. 10-04-20 Schlomka (1904 Vermillion St) Hinzman detailed the site plan application to reconstruct a portion of the building located at 1904 Vermillion Street to be utilized as a Coldwell Banker Burnet real-estate office and storage building. The Planning Commission unanimously voted to approve the site plan. CARES Act Funding Wietecha discussed the CARES Act federal requirements for expenses and recommended City Council affirmatively presume that Hastings public safety payroll was substantially dedicated to mitigating the COVID-19 health emergency from March 1, 2020 through November 15, 2020 and use unallocated CARES funding for this purpose. Council discussion on payroll expenses related to COVID pandemic, license fee relief to businesses, how to support all businesses, how to support all residents by adding funds to City coffers, use of funds for public safety, City contributed 42% of funds received to businesses/non-profits. REPORTS FROM CITY COMMITTEES, OFFICERS, COUNCILMEMBERS • HEDRA will meet on Thursday, October 8 at 6:00 p.m. th • Planning Commission will meet on Monday, October 12 at 7:00 p.m. th • Parks & Recreation Commission meeting for Tuesday, October 13 th is cancelled. • Heritage Preservation Commission will meet on Tuesday, October 13 th at 7:00 p.m. • City Council workshop on Diversity, Equity, and Inclusion on Monday, October 19 th at 5:30 p.m. •Fire Prevention Week is October 4-10. The Hastings Fire Department is promoting “Serve Up Safety in the Kitchen” to educate everyone about simple but important actions they can take to keep safe. Never leave cooking food unattended. ▪ Be alert when cooking. ▪ Have a “kids’ free zone” of at least 3 feet around the ▪ stove. Priority will go to non-profit organizations that provide human services or public health services to Hastings residents (such as food delivery, mental health counseling, community outreach, housing assistance, and economic security). Details will be posted on our website after the HEDRA meeting this Thursday. The Hastings Police Department is participating in the Pink Patch • Project from October 1-31. Patches, pins, and pint glasses are available for sale at the Police Department and City Hall with proceeds benefitting the American Cancer Society. XIV.
