A. Authorize Signature: Preliminary Development Agreement - Spades - Block 1
Please see the attached staff memo for further information.
B. Discuss Potential Industrial Park Sale - Simply Secure Storage - Smurawa
Please see the attached staff memo for further information. No formal action is
requested.
C. Authorize Signature: Subrecipient Agreement - United Way of Hastings
HEDRA is asked to authorize signature of the attached Subrecipient and Services
Agreement between HEDRA and United Way of Hastings granting the United Way
the power to manage a COVID-19 relief program for smaller local non-profit
agencies. Grant would be up to $5,000 each. On September 8th, City Council acted
to allocate a portion of the City’s 1.7 in federal CARES Act funding towards
assisting local non-profits. HEDRA’s establishment has an economic development

agency better fits the mission of providing business assistance than that of the City
Council.
D. Authorize Signature: Subrecipient Agreement - Non-Profit Relief Program
HEDRA is asked to authorize signature of the attached Subrecipient Agreement
between the City of Hastings and HEDRA pertaining to management of the Hastings
Non-Profit Relief Program. The program allocates a portion of the City’s $1.7 in
federal CARES Act funding towards assisting local larger non-profits with grants up
to $50,000 each. The Council discussed funding for YMCA Hastings, Hastings
Area Chamber of Commerce, and Hastings Family Service. These would be outside
the management of the United Way’s subrecipient program.
HEDRA’s establishment has an economic development agency better fits the
mission of providing business assistance than that of the City Council.
E. Authorize Signature: Future Subrecipient Agreements - Dakota County Small
Business Relief Grant
Dakota County CDA has allocated $10 million of federal CARES Act funding to
provide 1,000 grants of up to $10,000 for businesses within the County.
Approximately 120 Hastings Businesses qualified for County Business assistance.
Cities were also given the opportunity to piggy-back off of the Dakota County
Program to provide additional funding. The City Council chose to allocate an
additional $250,000 in City CARES funding to provide an additional 25 grants (of
$10,000 each). Staff seeks authorization to sign the individual grant agreement with
recipients based upon the attached template.

V. REPORTS AND INFORMATION
A. CARES Funding - COVID-19 Economic Development Assistance
The City of Hastings received $1,743,298 through the federal CARES Act for
responding to the COVID-19 public health emergency. The City Council has
allocated a portion of the funding towards economic assistance as follows:
Local Business Grants - $259,000 - Funding would be used to provide 25
grants to local businesses. This would supplement Dakota County’s Small
Business Relief Grant Program providing 1,000 grants. Both programs
would have identical qualifications and provide $10,000 grants through a
random selection of qualified businesses. The grant program would be
managed through an outside vendor (NextStage) with an administrative
cost of around $9,000. NextStage would provide a list of 25 businesses

that were not funded through Dakota County’s program for funding by the
City of Hastings. Funding for the grant would likely be allocated to
HEDRA to process payments. The administrative duties for City Staff
would be minimal. Dakota County is currently accepting applications for
their program until August 14th.
Non Profit Organization Grants - $250,000 - Funding would be
allocated to HEDRA for disbursement to local non-profit organizations.
This would likely require development and management of a grant
program in house.
Potential Reimbursement Business Assistance - HEART Grant and
Downtown Assistance ~ $206,000 - Council discussed reimbursing
$181,000 in HEART Grant Assistance and $25,000 of downtown barriers,
traffic delineators and portable restrooms. A final decision has not been
made.

Minnesota Orthodontics is relocating to the 1745 South Frontage Road
(formerly 2nd Time Around)
Haggerty Insurance will be opening at 1206 North Frontage Road
(formerly Special T’s)
C. Development Update
The Confluence - Exterior works continues with replacement of roofing and
windows. Brick tuckpointing is also underway.
Villas at Pleasant - 32 villa home sites located at the northwest corner of
Pleasant Drive and Northridge Drive. Project targeted towards empty nesters
and seniors. City Council approved on September 21st.
Sieben Ridge - 116 home sites, half villa homes, half traditional single
family. Located west of General Sieben Drive and south of St Elizabeth Ann
Seton Church. City Council scheduled to review Preliminary Plat and
Grading on October 5th.

D. Economic Development Coordinator
We are currently conducting background investigative work on a candidate for the
position. I hope to have more information at the meeting.
