Minutes of March 11, 1991
The regular meeting of the Hastings Planning Commission was
order by Commissioner Zender at 7:01 p.m.

MINUTES
Commissioner Zender called for additions or
corrections to the minutes of the regular meeting
of February 25, 1991. There being no additions
or corrections to the minutes, the minutes were
approved.
Czech briefly reviewed staff's March 6, 1991 PUBLIC HEARING
memorandum to the Planning Commission concerning PRELIMINARY/
a request by Dave Tanner for approval of a FINAL PLAT -
preliminary/final plat entitled Fifty Five West FIFTY FIVE WEST
Addition. ADDITION-TANNER
Commissioner Zender opened the public hearing at
7:04 p.m. There being no comments from the audience,
the public hearing was closed.
Commissioner Dredge joined the meeting at 7:05 p.m.
Commissioner Mesaros moved, Commissioner Anderson
made a second, to approve the preliminary/final
plat entitled Fifty Five West Addition subject to
the following conditions:
1. That the hardshells conform with the preliminary plat.
2. That the applicant provide $800.00 cash in lieu of park land
dedication requirements at the time of submitting the final
hardshells.
3. Payment of Interceptor Sewer Charges totalling $1,200.00 at such
time the final plat is submitted.
4. That all future development within the proposed plat provide access
from the North Frontage Road. Access permits will not be considered
for Highway 55 nor Westview Drive.
5. That all access drives for Block 1 be aligned with those access
drives in Block 2 or be separated by a minimum distance of 125
feet.
Upon vote taken, Ayes,
5; Nayes,
O; 1 abstention
(Dredge).
Wozniak provided the Planning Commission an
overview of the issues associated with the proposed
annexation of the Wallin property. Wozniak indicated
that the proposed development of the property would
be primarily single family. Wozniak also indicated
that although there was no legal obligation or
requirement for the Planning Commission to review
the annexation, if annexed the Planning Commission
would review various issues including, but not
limited to, Comprehensive Plan Amendments, platting
and zoning.
ANNEXATION
ISSUES-WALLIN
PROPERTY
The Planning Commission discussed with staff related
issues associated with the proposed annexation
including, but not limited to, street layout and
annexation of a larger area to provide for better
planning.
Czech briefly reviewed staff's March 7, 1991,
memorandum to the Planning Commission which
requested that the Planning Commission order a
public hearing for its next regular meeting in
order to review a proposed minor subdivision
for Lots 6, 7 & 8, Block 9, Addition No. 13 to
the city of Hastings.

Commissioner Patzke moved, Commissioner Dredge
made a second, to order a public hearing to
review a proposed minor subdivision for Lots
6, 7 & 8, Block 9, Addition No. 13 to the city
of Hastings for its next regular meeting scheduled
for March 25, 1991, at 7:00 p.m.
Upon vote taken, Ayes, 6; Nayes, 0.
Czech indicated to the Planning Commission that
Christ's Family Church, Inc. had submitted an
application for a special use permit in order to
allow them to conduct church service at the
Minnesota Veterans Home on East 18th Street.
Czech indicated that a public hearing would need
to be scheduled and requested that the Planning
Commission order a hearing on this matter for
its next meeting.

Commissioner Dredge moved, Commissioner Patzke
made a second, to order a public hearing in
order to review a special use permit for the
above mentioned matter for its next regular
meeting scheduled for March 25, 1991 at 7:00 p.m.
Upon vote taken, Ayes, 6; Nayes, 0.
Czech provided the Planning Commission with
an update of issues relating to sign standards
and city Council actions concerning Planning
matters.
There being no further business, Commissioner
Patzke moved, Commissioner Reinardy made a second,
to adjourn the meeting at 7:44 p.m.
