Minutes of March 25, 1991
The regular meeting of the Hastings Planning Commission was called to
order by Commissioner Zender at 7:03 p.m.
Commissioners Present: Commissioners Anderson, Dredge, Featherstone,
Mesaros, Patzke, Reinardy and Zender
Staff Present: Community Development Director Wozniak
Commissioners Zender called for additions or
corrections to the minutes of the regular meeting
of March 11, 1991. There being no additions or
corrections to the minutes, the minutes were approved.
MINUTES
Wozniak briefly reviewed staff's March 14, 1991
memorandum to the Planning Commission concerning
a request from Christ's Family Church, Inc., for
approval of a Special Use Permit to utilize the
gym at the Minnesota Veterans Home for church
services.

Commissioner Zender opened the public hearing at
7:05 p.m. There being no comments from the audience,
the public hearing was closed.
Commissioners Dredge and Patzke expressed concerns
regarding the appropriateness of the City regulating
hours of operation of a church use.
Commissioner Patzke moved, Commissioner Dredge made
a second, to approve the Special Use Permit of the
Christ's Family Church to utilize the gym at the
Minnesota Veterans Home for church services subject
to the following conditions:
That a properly drawn legal instrument approved
by the city Attorney, executed by the parties
concerned for joint use of off street parking
facilities shall be filed with the city.
Ail uses of the subject property shall be
conducted in compliance with city Code.
The proposed use shall meet all applicable building
and fire codes. Inspection by the Fire Marshall
and Building official shall be required prior to
occupation by Christ's Family Church.
4. Times of Worship must be agreed upon by the
Christ's Family Church and the Minnesota Veterans Home.
Upon vote taken, Ayes, 7: Nayes, O.
Wozniak reviewed staff's March 14, 1991 memorandum
concerning a request from Richard J. Judge for
approval of a minor subdivision of property
(1017 W. 2nd St.) legally described as Lots 6, 7
and 8, Block 9, Addition No. 13 to the City of
Hastings.
Commissioner Zender opened the public hearing at
7:10 p.m. There being no comments from the audience
the public hearing was closed.
Commissioner Dredge expressed concerns that payment
of park dedication cash in lieu of land had not
been required with other similar minor subdivisions
and asked that this matter be researched.
Community Development Director Wozniak noted that it
is within the City's legal authority to require
payment of park dedication as a condition of approval
for the minor subdivision.
Commissioner Patzke stated that if the City is going
to start requiring payment of park dedication for
minor subdivisions that a policy for this practice
should be established by City Council.
Commissioner Dredge moved, Commissioner Reinardy
made a second, to approve a minor subdivision of
property located adjacent to W. 2nd St. subject to
the following conditions:
That Lot 8 and the West 25' of Lot 7, Block 9,
in Addition No. 13 to the city of Hastings be
combined as one tax parcel at the same time of
recording/transferring property.
2. That Lot 6 and that part of Lot 7, lying east of
the West 25 feet thereof, Block 9, Addition No. 13
to the City of Hastings be combined as one tax
parcel at the time of recording/transferring.
Payment of interceptor sewer/buy in charge of
$150.00 prior to the city authorizing the Dakota
County Recorders Office to accept the minor
subdivision.
Commissioner Reinardy updated the Commission on
progress being made towards developing a new
Planning Commissioner Selection Policy. Commissioner
Reinardy summarized results of the March 13, 1991
meeting of the Planning Committee of the City Council
held to discuss this matter.

Commissioner Anderson discussed concerns regarding
violation of the terms of a Special Use Permit by
the Prism Auto Body and requested that staff
investigate the matter.
Commissioner Patzke requested that the Commissioners
be provided with a copy of the city Code amendment
being considered by the City Council which would
clarify and bring into conformance with state law
procedures for amendment of the Comprehensive
Guide Plan.
There being no further business, Commissioner
Reinardy moved, Commissioner Patzke made a
second, to adjourn the meeting at 8:02 p.m.
