HomeMy WebLinkAbout04/22/91- HAETIN¢E PLANNINC COM~IEEION Minutes of April 22, 1991 The regular meeting of the Hastings Planning Commission was called to order by Commissioner Reinardy at 7:01 p.m. Commissioners Present: Patzke, Dredge, Reinardy, Featherstone and Mesaros Commissioners Absent: Anderson and Zender Staff Present: Community Development Director Wozniak and City Planner Czech Commissioner Reinardy called for additions or corrections to the minutes of the regular meeting of April 8, 1991. There being no additions or corrections to the minutes, the minutes were approved. MINUTES Czech reviewed staff's April 3, 1991, memorandum to the HOME Planning Commission concerning a request by Dave OCCUPATION Chapin of Best Towing for approval of a Home Occupation PERMIT - Permit for property located at 601 E. 3rd Street. 601 E. 3RD CHAPIN The Planning commission discussed a number of items relating to the proposed home occupation including, but not limited to, whether it is necessary to require that the tow truck be parked within the garage at all times. Mr. Chapin was present at the meeting and indicated that the existing garage was not big enough to park the tow truck inside. Commissioner Patzke moved, Commissioner Mesaros made a second, to table the home occupation permit until later in the meeting so as to give Mr. Chapin an opportunity to review the proposed restrictions for the home occupation permit. Upon vote taken, Ayes, 5; Nayes, 0. Czech reviewed staff's April 9, 1991, memorandum to the Planning Commission concerning a request by First Presbyterian Church for approval of a variance to the required five foot parking lot setback so that the setback from the right-a-way for the proposed parking lot would be 2'6" rather than the required five feet. Staff indicated that although First Presbyterian Church was also requesting a variance in the reduction of the required number of parking stalls, that this variance would not be necessary unless the applicant were to submit a site and building plan for the proposed Phase II VARIANCE 60O VERMILLION FIRST PRESBYTERIAN CHURCH addition as indicated on the submitted site plan. Czech noted that the Phase I addition would provide an entry way, handicapped access ramp, and parking which should not necessitate a need for a variance in the reduction of the number of parking required since the Phase I addition should have no impact in terms of creating additional demands on parking. Czech further noted that any proposed addition would require a site and building plan review by the City. Mr. Pat Handleson of 517 W. 5th Street was present at the meeting and indicated that the church's primary concern was constructing the entry way and handicapped access ramp which was noted as Phase I on the proposed site plan. The Planning Commission discussed a number of issues relating to this proposed request including, but not limited to, whether a parking lot setback variance should be approved if it was not the applicants intent to construct parking in the immediate future. Commissioner Featherstone moved, Commissioner Dredge made a second, to approve the parking lot setback variance based on findings that the additional two feet and six inches of parking area will provide proper maneuvering on the site; the existing structure was built prior to the establishment of the zoning ordinance which creates a situation such that the proposed Phase I addition and parking lot can be located in no other area; and if approved, the proposed parking lot addition should not be detrimental to surrounding properties and may improve the neighborhood by providing improved parking on site rather than on public right of ways; with approval of the variance subject to the following conditions: The parking lot improvements shall be completed pursuant to the submitted site plan including, but not limited to, landscaping improvements as spelled out in #2 below. The applicant submit a landscaping plan indicating species and number of planting elements to be approved by the Community Development Director. The location of landscaping shall be consistent with the submitted site plan dated April 14, 1991. 3. That the applicant submit a site and building plan for any proposed additions. At such t~me the applicant submits a site and building plan for the proposed Phase II addition, First Presbyterian Church shall satisfy all City Code requirements including, but not limited to, number of parking spaces· 5. The proposed parking area shall be paved and constructed with curb and gutter according to city standards. If the parking lot is not completely constructed pursuant to the submitted site plan within two years from the date of approval, the variance shall expire two (2) years after the date of approval. Upon vote taken, Ayes, 4; Nayes, i (Patzke). Czech reviewed staff's April 17, 1991, memorandum to the Planning Commission regarding a request by Buccaneer Lanes for approval of a site and building plan for a proposed addition of approximately 3,136 square feet to the existing building at 3475 Vermillion Street. Czech addressed a number of issues relating to the site plan including, but not limited to, parking and traffic circulation. SITE&~JILDING PLAN -3475 VE~MIIW,IONST.- BUCCANEER BOWLING Mr. John Jamison of Buccaneer Lanes was present at the meeting and discussed a number of issues relating to the proposed site and building plan including,but not limited to, issues relating to the drainage and utility easement located at the southwest corner of the site. The Planning Commission interacted with Mr. Jamison and staff on a number of issues including, but not limited to, directional signage and the relocation of an existing drainage and utility easement. Commissioner Dredge moved for approval of the site and building plan subject to the following conditions: Prior to any building permits being issued, the drainage and utility easement in the southwest corner of the property be relocated subject to approval by the Public Works Director. 2 o If the applicant/owner is unable to relocate the drainage and utility easement indicated in condition 1, the applicant shall submit a new site plan addressing all city code requirements including, but not limited to, parking. Improve to city standards the service drive north of the subject property from Highway 61 to the most easterly driveway including curb and gutter on the south side of the service drive. ONE WAY directional signs shall be installed at the end of each drive aisle along with painted directional arrows as shown on a copy of a site plan dated 4-16-91 and initialed by the City Planner. 5o TWO (2) DO NOT ENTER signs shall be located on concrete islands as indicated on a copy of the site plan dated 4-16-91 and initialed by the city Planner. The concrete islands shall have a minimum size of 2'x 4' with a height of at least six (6) inches. 6. That the applicant/owner provide one additional pine and ash tree each west of the west driveway as well as one additional pine and ash tree each east of the east driveway. Also, landscaping on the north side of the building to include a minimum of 27 low to medium sized trees/bushes with approximately 50% being deciduous and evergreen respectively. Location, size and type of landscaping to be approved by Community Development Staff. 7. That the applicant/owner provide continuous curbing along all property lines. 8. That the applicant/owner shall satisfy all Uniform Building and Fire Codes. That the applicant/owner receive all necessary permits from MnDot prior to commencing construction. If modifications are required to be made to the site plan due to MnDot comments, the applicant/owner may be required to submit a revised site plan for approval by the Planning Commission and city Council. 10. The parking lot lighting shall be designed so as not to be obtrusive to adjacent properties nor to passing motorists on Vermillion Street and the service drive. 11. The proposed structure and accessory items such as the parking lot, landscaping, etc. shall be completed pursuant to the approved site plan. Upon request for occupancy of the building, all uncompleted items contained within the site plan shall be addressed pursuant to the escrow requirements contained in the site plan review provisions of the City Zoning Ordinance (Section 10.24). The motion failed for lack of a second. Czech briefly reviewed staffs April 17, 1991, memorandum to the Planning commission which requested that the Planning Commission order a public hearing for a proposed rezoning and preliminary plat for the proposed Riverwood 5th and 6th Additions which encompass approximately 15 acres of unplatted property. Commissioner Patzke moved, Commissioner Dredge made a second, to order a public hearing for a rezoning and preliminary plat for the proposed Riverwood 5th & 6th Additions for the Planning Co~tmission's next regular meeting scheduled for May 13, 1991, at 7:00 p.m. Upon vote taken, Ayes, 5; Nayes, 0. Czech briefly reviewed staffs April 17, 1991, memorandum to the Planning Commission concerning a request for the Planning Commission to order a public hearing for a rezoning and preliminary plat for the proposed Riverwood Hill Townhomes No. 2 Addition which encompasses approximately 4.7 acres of unplatted property. Commissioner Patzke moved, Commissioner Dredge made a second, to order a public hearing for a rezoning and preliminary plat for the proposed Riverwood Hill Townhomes No. 2 for the Planning Commission's next regular meeting scheduled for May 13, 1991, at 7:00 p.m. Upon vote taken, Ayes, 5; Nayes, 0. Wozniak updated the Planning Commission concerning Planning Commission vacancies. The Planning Commission discussed a number of issues regarding Planning Commission vacancies including, but not limited to, whether there was a need to change the Planning Commission selection process and that consideration should be given to having the Planning Commission and City Council meet in a public setting to discuss the proposed changes. Commissioner Dredge moved, Commissioner Patzke made a second, requesting that the entire City Council and Planning Commission meet in a public setting to discuss the proposed changes for selecting Planning Commission members and whether it is necessary. Upon vote taken, Ayes, 5; Nayes, 0. ORDER PUBLIC HEARING - REZONING AND PRELIMINARY PLAT - RIVERWOOD 5TH/6TH ADDITION-GREG JABLONSKE/ ADVANCED HOMES ORDER PUBLIC HEARING - REZONING AND PRELIMINARY PLAT - RIVERWOOD HII~L TOWNHOMES NO. 2 - GREG JABLONSKE/ ADVANCED HOMES UPDATES/OTHER BUSINESS Czech updated the Planning Commission concerning proposed zoning ordinance amendments for residential care facilities. Commissioner Reinardy indicated that he chaired the original proposal and was not in agreement with the proposal going before the City Council on May 6, 1991. Wozniak updated the Planning Commission concerning the status of sign ordinance revisions which staff is preparing for the Planning Commission and city Council. There being no further business, Commissioner Dredge moved, Commissioner Patzke made a second, to adjourn the meeting at 8:25 p.m.
