HomeMy WebLinkAbout20200817 - CC Minutes Hastings,Minnesota City Council Meeting Minutes August 17,2020 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday,August 17, 2020 at 7:00 p.m.via Zoom video conference. Mayor Fasbender explained why and referenced various city,state and federal declarations and guidelines that an in-person meeting was not practical or prudent due to the COVID-19 Pandemic. Members Present: Mayor Fasbender, Councilmembers Balsanek, Braucks, Folch,Leifeld, Lund and Vaughan Staff Present: City Administrator Dan Wietecha Administrative Services Director Julie Flaten City Attorney Dan Fluegel Community Development Director John Hinzman Proclamation: Women's Equality Day City Council read the proclamation. Approval of Minutes Mayor Fasbender asked if there were any additions or corrections to the minutes of the Regular City Council and the City Council Workshop Meetings on August 3, 2020. Minutes were approved as presented. Comments from the Audience Mayor Fasbender stated comments received about items not on the agenda have been distributed to all councilmembers and are acknowledged. Approve Agreement with Bergan KDV for 2020 Audit Services 15. Resolution No. 08-08-20: Acceptance and Appreciation of a Donation from Dean Markuson to the City of Hastings of a POW/MIA Flag 16. 2020 Trail Improvements Contract Award and Authorization Councilmember Folch motioned to approve as presented, seconded by Councilmember Leifeld. Roll Call:Ayes 7;Nays 0. Utility Rate Study Update Stacie Kvilvang, Ehlers Inc,provided an update to the Utility Rate Study done in 2016, including future rate increases and WAC/SAC recommendations. Council discussed limiting the City's reliance on WAC/SAC fees as a funding source, inability to transfer WAC and SAC fee revenue between utility funds, number of WAC/SAC units charged per residency type, upcoming development included in study and how it affects WAC/SAC fees,the number of new commercial properties per year in City,the intent of the SAC/WAC fee reduction was to entice new commercial development which did not happen,the possible reason for the higher rates on multi-housing in Hastings and that other cities may offer density discounts,timeline for fee decision, the water treatment plant was paid for using WAC fees and money from the water fund, creating programs to assist certain businesses, residents subsidizing costs when reduction was made to WAC/SAC fees,the pros and cons of not amending the fee structure and approving the recommended fee structure, possibly having a tiered fee structure, all communities have similar fee structures, how a change to WAC/SAC fees may affect current developments, the need to educate businesses of SAC/WAC, possibly having a Council Workshop to discuss WAC/SAC fees prior to making a decision,how the City will communicate with businesses if the fee structure was changed and adding SAC/WAC FAQ's to City website. CARES Act Wietecha explained the requests to update/renovate various workspaces and frequently touched surfaces to aid in preventing the spread of COVID-19 and summarized the Administrative Committee's discussion on assistance to non-profits. Councilmember Folch motioned to approve the purchase of Items I through 5 as presented in the memo, seconded by Councilmember Lund. Council discussed the cost of a community survey,Administrative Committee meeting recap,request for a plan to move forward with remaining allocation of funding, allocating part of$250K Dakota County grant funds to Chamber of Commerce,discuss the Chamber of Commerce at next Council meeting, Administrative Committee to meet once more information has been received and make recommendations to full council. Council discussed the City's process of notification,the address where the water bills were sent,past water usage,similar past requests,questioned if clean water was less of a burden on the sewer system, City not being involved in renter/owner agreements on utilities. Councilmember Vaughan motioned to deny the request, seconded by Councilmember Lund. Roll Call: Ayes 6;Nays 1 -Balsanek. Closed Door Session to Discuss Pending Litigation Councilmember Balsanek motioned to close the public meeting at 9:13 p.m. and open the closed-door session, seconded by Councilmember Vaughan. Mayor Fasbender and Councilmembers made the following announcements: • Councilmember Joe Balsanek will be attending the Dakota County Communication Board of Directors meeting on Thursday,August 27,2020 at Sam • Happy Birthday to Councilmembers Joe Balsanek and Trevor Lund this week. • Music in the Park,at Levee Park, supported by Ruth&George Doffing Charitable Fund: o Dirty Shorts Brass Band on Thursday,August 20 at 7 pm A New Orleans style brass band playing everything from jazz to Dixie to funk to blues to rock&roll to swing. o Starlette's Web on Thursday, August 27 at 7 pm is the Midwest's only tribute band to iconic female artists of pop,rock, and county from the 80s to today. o Power of 10 on Thursday, September 3 at 7 pm features dynamic vocals,an awe-inspiring horn section and a superb rhythm section performing a mix of timeless and current hits. o Music in the Park has limited attendance of 250 people and social distancing requirements. It is free and open to the public. • We have several other recreation programs coming up at Levee Park: o Bike with a Ranger on Saturday,August 22 at 9 am. A park ranger will lead participants on the 10- mile loop to learn about history and wildlife. For teens and adults, please RSVP. o Performance in the Park on Tuesday,August 25 at 6 pm. Taiko Arts Midwest delivers a loud and energetic Japanese drum and dance performance. Sponsored by SMEAD Manufacturing Company and a grant from the Metropolitan Regional Arts Council. o Raptors in the Park on Wednesday,August 26 at 6 pm. A live raptor presentation in partnership with Carpenter Nature Center. o Movie in the Park—"Secret Life of Pets 2"will be shown on Friday,August 28 at 7:30 pm, sponsored by Ardent Mills. Crossroads Church will host family friendly activities before the movie at 6:30 pm.
