HomeMy WebLinkAbout07/08/91Hastings Planning commission Minutes of July 8, 1991 The regular meeting of the Hastings Planning Commission was called to order by Commissioner Reinardy at 7:00 P.M. Commissioners Present: Commissioners Anderson, Patzke, Reinardy, Zender, Featherstone and Mesaros Commissioners Absent: Commissioner Dredge Staff Present: City Planner Czech Commissioner Reinardy called for additions or MINUTES corrections to the minutes of the regular meeting of June 24, 1991. There being no additions or corrections to the minutes, the minutes were approved. Czech reviewed staff's June 19, 1991, memorandum to HOME the Planning Commission concerning a request by Heidi OCCUPATION- Bohlken for approval of a home occupation permit to COMPUTER allow her an independent computer programming business PROGRAMMER- from her home at 1475 Todd Way. 1475 TODD WAY-BOHLKEN Commissioner Zender moved, Commissioner Anderson made a second, to approve the home occupation permit subject to the following conditions: Compliance with all home occupation standards. Compliance with all Uniform Building and Fire Codes including a basic fire protection inspection by the Fire Marshall. Upon vote taken, Ayes, 6; Nays, 0. Czech reviewed staff's June 29, 1991, memorandum to the Planning Commission concerning a request by John and Margaret Brosshart for approval of a home occupation permit to allow them a phone/mail correspondence business from their home at 307 W. 7th Street. HOME OCCUPATION- PHONE/MAIL CORRESPOND- ENCE-307 W. 7TH ST.- BROSSHART John Brosshart of 307 West 7th Street was present at the meeting and addressed a question by the Planning Commission concerning the number of square feet necessary for the home occupation. Commissioner Mesaros moved, Commissioner Patzke made a second, to approve the home occupation request subject to the following conditions: Compliance with all home occupation standards. Compliance with all Uniform Building and Fire Codes including a basic fire protection inspection by the Fire Marshall. Upon vote taken, Ayes, 6; Nays, 0. Czech reviewed staff's July 2, 1991, memorandum to the Planning Commission concerning a request by Wayne Meinhart for approval of a home occupation permit to allow him a business for inflating and placing gifts inside five to 16 inch balloons at his home at 1314 West 15th Street. Mr. Meinhart of 1314 West 15th Street was present at the meeting and addressed questions raised by the Planning Commission concerning the number of cars which would be parked at the home as a result of the home occupation. Commissioner Zender moved, Commissioner Patzke made a second, to approve the home occupation request subject to the following conditions: Compliance with all home occupation standards. Compliance with all Uniform Building and Fire Codes including a basic fire protection inspection by the Fire Marshall. HOME OCCUPATION- BALLOON ILLUSIONS- 1314W. 15TH ST. MEI~HART Upon vote taken, Ayes, 6; Nays, 0. Czech reviewed staff's July 2, 1991, memorandum to the UPDATE/ Planning Commission concerning the 15th Street drivewayOTHER access for Cajun Joe's Restaurant which previously BUSINESS received site plan approval subject to review of a temporary driveway width of 24 feet along 15th Street. David Bronson of 1444 Pringle Court was present at the meeting and addressed a number of Planning Commission questions including, but not limited to, the access arrangement between Cajun Joe's and the property to the east and when the 15th Street sidewalk improvements would be completed. Commissioner Patzke moved, Commissioner Featherstone made a second, to table the Cajun Joe's six month site plan review until the applicant reports back with a specific date as to when the sidewalk improvements would be completed. Upon vote taken, Ayes, 3; Nays, 3 (Reinardy, Mesaros and Zender). The motion failed. Co~missioner Zender moved, Commissioner Mesaros made a second, to approve the Cajun Joe's Restaurant six month site plan review subject to the applicant/owner completing all sidewalk improvements on or before September 1, 1991. Upon vote taken, Ayes, 5; Nays, 1 (Anderson). Commissioner Zender moved, Commissioners Mesaros made a second, to order a public hearing for a proposed final plat entitled Pleasant Valley 6th Addition for 7:00 p.m. on July 22, 1991. Upon vote taken, Ayes, 6; Nays, 0. Czech provided the Planning Commission with a copy of the letter from Shawn Moynihan dated July 1, 1991, to City Planner Czech regarding a proposal to require applicants to attend Planning Commission meetings. The Planning Commission discussed Planning Commission terms and options for length and timing of future terms. The Planning Commission requested staff to prepare options for Planning Commission terms and report back at the Planning Commission's July 22, 1991, meeting. Commissioner Reinardy noted that Commissioner Anderson and himself will be participating in a riverfront workshop. There being no further business, Commissioner Zender moved, Commissioner Patzke made a second, to adjourn the meeting at 7:40 p.m. AB3OURNMENT
