HomeMy WebLinkAbout09/09/91 Hastings Planning Commission Minutes of September 9, 1991 The regular meeting of the Hastings Planning commission was called to order by Commissioner Reinardy at 7:00 p.m. Commissioners Present: Anderson, Reinardy, Zender, Mesaros and Bolesworth Commissioners Absent: Patzke, Dredge and Featherstone Staff Present: Community Development Director Wozniak and city Planner Czech Commissioner Reinardy called for additions or corrections to the minutes of the regular meeting of August 12, 1991. There being no additions or corrections to the minutes, the minutes were approved. Czech reviewed staffs August 24, 1991, memorandum to the Planning Commission concerning a request by Haven Homes Health Center for approval of a site plan for a proposed addition to the existing nursing home facility which is located at 930 W. 16th Street. MINUTES SITE PLAN HAVEN HOMES 930 W. 16TH STREET-FAIR Commissioner Featherstone joined the meeting at 7:03 p.m. The Planning Commission discussed the proposed conditions for the site plan including, but not limited to, building height requirements. Commissioner Zender moved, Commissioner Featherstone made a second, to approve the site plan for Haven Homes Health Center subject to the following conditions: The proposed structure and accessory items be completed pursuant to the approved site plan. Upon request for occupancy of the building, all uncompleted items contained within the site plan shall be addressed pursuant to the escrow requirements contained within the site plan review provision of the city's zoning ordinance (Section 10.24). That all outside lighting shall be designed so as not to be obtrusive to adjacent property or to passing motorists on public right of ways. That all existing trees/landscaping be retained on the site. That the number of beds not exceed 107 for the entire nursing home facility. That the height of the building not exceed 25 feet as determined by the Uniform Building Code. Compliance with all Uniform Building and Fire Codes. Upon vote taken, Ayes, 6; Nays, O. Czech briefly reviewed the September 3, 1991, memorandum from the Heritage Preservation Commission to the Planning Commission concerning the proposed designation of the Shaller Building at 313 Ramsey Street as a Hastings Preservation site. Commissioner Zender moved, Commissioner Anderson made a second, to designate the Shaller Building at 313 Ramsey Street as a Hastings Preservation site. DESIGNATION OF SHALLER BUILDING AS A HASTINGS PRESERVATION SITE - 313 RAMSEY STREET Upon vote taken, Ayes, 6; Nays, 0. Staff presented the Planning Commission with draft copies of sign and parking ordinance revisions. Staff requested that the Planning Commission review the proposed revisions and be prepared to discuss said revisions at upcoming meetings. UPDATES/OTHER BUSINESS Czech informed the Planning Commission that an application had been received to amend the Comprehensive Plan and rezone property from residential to commercial at 801 Pine Street as well as a request for a site plan and variance. Czech recommended that the Planning Commission order a public hearing for its next regular meeting scheduled for September 23, 1991. Commissioner Zender moved, Commissioner Anderson made a second, to order a public hearing in order to consider a proposed Comprehensive Plan amendment, rezone, site plan and variance at 801 Pine Street for its next regular meeting scheduled for September 23, 1991, at 7:00 p.m. Upon vote taken, Ayes, 6; Nays, 0. Czech provided Planning Commission applications to those members who have terms expiring December 31, 1991. Czech noted that the applications are due at this time. Planning Commission discussed old business concerning Certificate of Surveys for plats, proposed ordinance revisions concerning setbacks in the old part of town and the status of the Wallin property proposed for annexation. Wozniak provided updates concerning all there matters. There being no further business, Commissioner Zender moved, Commissioner Mesaros made a second, to adjourn the meeting at 7:30 p.m. ADJOURNMENT
