HomeMy WebLinkAbout09/23/91 Hastings Planning commission Minutes of September 23, 1991 The regular meeting of the Hastings Planning Commission was called to order by Commissioner Reinardy at 7:00 p.m. Commissioners Present: Bolesworth, Dredge, Featherstone, Mesaros, Reinardy and Zender Staff Present: Community Development Director Wozniak Commissioner Reinardy called for additions or MINUTES corrections to the minutes of the regular meeting of September 9, 1991. There being no additions or corrections to the minutes, the minutes were approved. Wozniak reviewed staff's September 16th, KUGLER, memorandum to the Planning Commission concerning THIBODO, a request by J.W. Thibodo, J.K. Kugler and Michael HOVGAARD, Hovgaard to approve a comprehensive plan amendment PLAN from "Medium Density Residential" to ,,Commercial", AMEND, rezone from R-2 Medium Density Residence to 0-1 REZONE, General office District, for Lots 1 through 4, SITE PLAN, block 7, Allisons Addition, and also to approve a VARIANCE site plan for proposed parking lot improvements and an 18 foot parking lot setback variance for the west 25 feet of Lot 3 and all of Lot 4, Block 7, Allisons Addition. The property in question, 801 Pine Street, is located south of and adjacent to Highway 55 between Pine and Oak Streets. Commissioner Reinardy opened the public hearing at 7:05 p.m. There being no comments form the audience, the public hearing was closed. Commissioner Patske joined the meeting at 7:10 p.m. Commissioner Zender moved, Commissioner Dredge made a second, to recommend approval to city Council of a comprehensive plan amendment from "Medium Density Residential" to ,,Commercial", rezone from R-2 Medium Density Residence to O-1 General office District, site plan for proposed parking lot improvements and an 18 foot parking lot setback variance for the west 25 feet of Lot 3 and all of Lot 4, Block 7, Allisons Addition subject to the following conditions: 1. The proposed structure and accessory items including, but not limited to, the parking lot and landscaping shall be completed pursuant to the approved site plan. Upon request for occupancy of the building, all uncompleted items contained within the site plan shall be addressed pursuant to the escrow requirements contained within the site plan review provisions of the city's zoning ordinance (Section 10.24). That the applicant provide a continuous hedge at least 1 1/2 feet in height at time of planting as indicated on the submitted site plan which is that area between the proposed parking lot and south property line. That all outside and parking lot lighting shall be designed so as to not be obtrusive to adjacent property nor to passing motorists on public right of ways. Metropolitan Council review and approval. The parking lot shall be constructed with concrete curb and gutter and paved with bituminous asphalt in compliance with city standards as determined by the Public Works Director. The pedestrian walkway which provides access to the west entrance to the building shall be extended around the perimeter of the proposed handicapped parking space to the parking lot curb, to provide safe and convenient pedestrian access from parking spaces on the south side of the parking lot. Bituminous curb shall be installed by the applicant to close off the existing northerly access to the site from Pine Street per the submitted site plan. Ail site improvements shall be completed within one year of site plan approval by City Council. Commissioner Dredge moved, Commissioner Patske made a second, to table consideration of a Comprehensive Plan Amendment and Rezone of Lots l, 2 and Lot 3, Block 7, Allisons Addition, except the west 25 feet, until the October 14, 1991 Regular Planning Commission Meeting. Upon vote taken, Ayes, 7; Nays, 0. Commissioner Zender moved, Commissioner Dredge seconded, to recommend approval to City Council of a site plan for a grocery store addition at the Westview Shopping Center subject to the following conditions: SITE PLAN GROCERY STORE ADDITION WESTVIEW SHOPPING CENTER The proposed structure and accessory items including, but not limited to, the parking lot and landscaping shall be completed pursuant to the approved site plan.
