HomeMy WebLinkAbout20200803 - CC Minutes Hastings,Minnesota City Council Meeting Minutes August 3,2020 The City Council of the City of Hastings,Minnesota met in a regular meeting on Monday,August 3,2020 at 7:00 p.m. via Zoom video conference. Mayor Fasbender explained why and referenced various city, state and federal declarations and guidelines that an in-person meeting was not practical or prudent due to the COVID-19 Pandemic. Members Present: Mayor Fasbender,Councilmembers Balsanek, Braucks, Folch, Leifeld, Lund and Vaughan Staff Present: City Administrator Dan Wietecha Administrative Services Director Julie Flaten City Attorney Dan Fluegel Community Development Director John Hinzman Presentation—MN GreenCorps Member,Lindsay Anderson Anderson gave a presentation about her time and projects over the past year working on recycling and sustainability initiatives. Approval of Minutes Mayor Fasbender asked if there were any additions or corrections to the minutes of the Regular Meeting on July 20, 2020 of the City Council. Minutes were approved as presented. Consent Agenda 1. Pay Bills as Audited 2. 2020 2nd Quarter Financial Report 3. Order Feasibility Study&Authorize Preliminary Project Work—2021 Neighborhood Infrastructure Improvements 4. Approve Joint Powers Agreement with Dakota County Transportation—County Road 46/47 Corridor Study Councilmember Folch motioned to approve as presented, seconded by Councilmember Lund. Roll Call: Ayes 7;Nays 0. Resolution No. 08-01-20: Site Plan Approval-Logs to Lumber Storage Building(2347 Commerce Dr) Hinzman discussed the site plan application from Logs to Lumber to construct a 3,840 s.f. accessory building at 2347 Commerce Drive to be used for storage. Council discussed the Commerce Drive cul-de-sac and entrances to site. Councilmember Balsanek motioned to approve as presented, seconded by Councilmember Braucks. Councilmember Balsanek motioned to approve as presented,seconded by Councilmember Vaughan. Roll Call: Ayes 7;Nays 0. CARES Act Wietecha updated the Council on the City's spending on COVID related items and possibly future spending needs related to the COVID-19 pandemic and potential use of CARES Act funds. Council discussed the timing of the request for audio visual equipment and other specific line item expenditures, paying City back for budgeted versus non-budgeted items and payroll,support City staff needs, possibly providing funds to the school district, possible funding sources for other entities which service the public, using City auditor's assistance to ensure compliance with requirements, Dakota County grant program including the application process and deadline, business support and the ability to change parameters of the program, and the capacity of staff to administer a City grant program. Councilmember Vaughan motioned to approve$250,000 of the City's CARES Act funding to be dedicated to the Dakota County's business assistance grant program, seconded by Councilmember Balsanek. Roll Call: Ayes 6;Nays 1-Folch. Councilmember Lund motioned to allocate$250,000 of CARES Act funding for non-profit organizations through HEDRA, seconded by Councilmember Balsanek. Council discussed that since$250,000 of the City's CARES Act funding was dedicated to the Dakota County's business assistance grant program,there was now a lack of money for funding the school district and non-profit organizations. Councilmember Vaughan amended the main motion clarifying that the$250,000 would not include an allocation to ISD 200, seconded by Councilmember Braucks. Roll Call:Ayes 4;Nays 3—Balsanek, Folch and Leifeld. Roll call vote on main motion to allocate$250,000 of CARES funding for non-profit organizations through HEDRA:Ayes 6,Nays 1 —Folch. Councilmember Balsanek motioned to allocate CARES funds for Items#2 through#6,seconded by Councilmember Folch. Roll Call: Ayes 7;Nays 0. Councilmember Folch motioned to allocate$300,000 of CARES Act funding for ISD 200, seconded by Councilmember Balsanek. Wietecha noted that the CARES Act does not allow the money to be used for revenues lost by governmental entities, which may include schools. Fluegel asked for time for staff to research the ability of the City to allocate funds to the school district. Councilmember Braucks motioned to table the discussion of allocating CARES Act funding for ISD 200 until the next Council meeting,seconded by Councilmember Lund. Roll Call:Ayes 7;Nays 0. It is free and open to the public. • Storywalk—along the Hastings River Walk from Levee Par to Jaycee Park will feature"A Leaf Can Be" from Saturday,August 15 to Monday,August 17. • City Hall will be open Saturday,August 8,from 10:00 a.m. to 3:00 p.m. and Monday,August 10, until 5:00 p.m.to allow for voting.The Primary Election is Tuesday,August 11,and polls are open from 7:00 a.m.to 8:00 p.m. • The Finance Committee will meet on Tuesday,August 4 beginning at 8:00 am to discuss the 2021 budget. • HEDRA will conduct a workshop on Wednesday,August 5 beginning at 6:00 p.m. • Planning Commission will meet on Monday,August 10 at 7:00 p.m. • HEDRA will meet on Thursday,August 13 at 6:00 p.m. • City Council will hold a special meeting on Friday,August 14 at 4:30 p.m. to canvass the election results. • City Council will meet in closed door session on Monday, August 17 at 5:30 p.m. Councilmember Braucks motioned to adjourn,seconded by Councilmember Vaughan.
