HomeMy WebLinkAbout10/28/91 Hastings Planning Commission '~ ~ Minutes of October 28, 1991 The regular meeting of the Hastings Planning Commission was called to order by Commissioner Reinardy at 7:17 p.m. Commissioners Present: Anderson, Dredge, Reinardy, Zender and Bolesworth Members Absent: Patzke, Featherstone and Mesaros Staff Present: City Planner Czech Commissioner Reinardy called for additions or corrections to the minutes of the regular meeting of October 14, 1991. There being no additions or corrections to the minutes, the minutes were approved. MINUTES Czech reviewed staff's October 17, 1991, memorandum to the Planning Commission concerning a proposed rezone from R-2 to C-3 or 0-1 for property located at Lots 7 & 8, Block 37, Original Town of Hastings. Commissioner Reinardy opened the public hearing at 7:19 p.m. There being no comments from the audience, the public hearing was closed. PUBLIC HEARING REZONE-lO6 W. 6TH STREET, 514&520 VERMILLION ST. Commissioner Zender moved, Commissioner Bolesworth made a second, to approve the rezoning from R-2 to 0-1 based on findings that the subject property is adjacent to and south of commercially zoned property, that the subject property contains existing commercial structures and uses, the rezoning would be consistent with the commercial comprehensive plan designation, and as the subject property is located adjacent to Vermillion Street and the commercial property to the North, it appears unlikely that residential uses would occur in this area. Upon vote taken, Ayes, 5; Nays, O. Commissioner Zender moved, Commissioner Anderson made a second, to remove from the table a Comprehensive Plan Amendment and rezone request for property located at Highway 55 and Oak Street which was tabled at the September 23, 1991, Planning Commission meeting. COMP PLAN AMEND- MENT AND REZONE- HIGHWAY 55 AND OAK STREET - KUGLER/THIBODO Upon vote taken, Ayes, 5; Nays, O. The Planning Commission discussed whether it was appropriate to redesi§nate Lots 1, 2 and the East 41 feet of Lot 3, Block 7, Allisons Addition from Residential (R-2) to Commercial (0-1). Dr. Thibodo was present at the meeting and indicated that he did not think that there would be a lot of traffic as a result of the property being redesignated to an office designation. Dr. Thibodo also indicated that he thought it was appropriate that their property be redesignated from Residential to Office or Commercial. Commissioner Dredge moved, Commissioner Zender made a second, to table the Comprehensive Plan Amendment and rezone request until November 25, 1991, in order to allow staff to further research whether the subject property should be redesignated/rezoned. Upon vote taken, Ayes, 5; Nays, O. Czech reviewed draft sign and parking ordinances and discussed issues relating to both with the Planning Commission. Commissioner Reinardy indicated that a subcommittee of the Planning Commission was to meet with the Historical Society about changes in the "old" part of town. Commissioner Reinardy asked staff to check to see if there was a list of Planninh Commissioners that are on this subcommittee. Commissioner Reinardy indicated that the next Planning Commission meeting would be held on Tuesday, November 12, 1991, at 7:00 p.m. There being no further business, Commissioner Zender moved, Commissioner Anderson made a second, to adjourn the meeting at 7:44 p.m. UPDATES/OTHER BUSINESS ADJOURNMENT
