HomeMy WebLinkAbout03/05/90 HASTINGS PLANNING COMMISSION SPECIAL MEETING ON 3/5/90 The Special Meeting of the Hastings Planning Commission was called to order by Commissioner Kaiser at 6:00 p.m. Members Present: Commissioners Reinardy, Dredge, Cedar, Kaiser, Featherstone, Anderson and Patzke Members Absent: Staff Present: Ditty and Zender Planning Director Harmening, Fire Marshall Kleis, Building Inspector Wilbur, and Assistant City Planner Czech Harmening discussed a number of issues including SPECIAL MEETING fire sprinklers, drainage and parking. Harmening PARKING VARIANCE/ also reviewed Tom Montgomery's March 5, 1990 REVISED UBC SITE memo. Kleis discussed certain Uniform Building PLAN-LOTS 7 & 8, and Fire Codes and indicated that a sprinkler BLOCK 17, TOWN system probably be more cost effective than an OF HASTINGS alternative due to costs associated with roof vents, locating a fire hydrant, etc. Mr. Jim Sontag of United Building Centers (UBC) said UBC agrees with Kleis and intends to install a sprinkler system. Kleis also indicated that the Fire Department would support a variance allowing a portion of the alley to be vacated. The Planning Commission discussed a number of issues with staff. Harmening advised the Planning Commission to make two separate motions with one being for the parking variance and the second on the revised site plan. Commissioner Reinardy moved, Commissioner Cedar made a second to recommend approval of the parking variance from the required 19-25 spaces to zero (0) spaces and that UBC eliminate all use of 4th St., Bailly Street and the alley for the unloading or loading of vehicles or trucks. Furthermore, UBC shall not store materials within 4th Street, Bailly Street or the alley nor on the boulevard areas. Upon vote taken, Ayes 7; Nayes, 0. Commissioner Dredge moved, Commissioner Reinardy made a second to recommend approval of the revised site plan subject to the following conditions: A. UBC shall pave the boulevard area off of 4th Street, the building entrance area and fenced storage to facilitate loading and unloading and storage. Furthermore, UBC shall pave the alley from the west edge of the westerly alley driveway to Bailly Street to control dust and erosion of the gravel area. B. All outside storage shall be located within a fenced area. In addition, all building and fire codes shall be met with respect to the construction of the building and the maintenance of the site. C. UBC shall eliminate all use of 4th St., Bailly Street and the alley for the unloading or loading of vehicles or trucks. Furthermore, UBC shall not store materials within 4th Street, Bailly Street or the alley nor in the boulevard area. D. Materials are not to be stored in the fenced storage area such that site lines are restricted at the intersection of 4th & Bailly Street or the intersection of the alley and Bailly Street. E. UBC shall provide a revised grading and drainage plan to the city Engineer for approval. F. The property line of the north and south sides of the proposed building should be stripped to delineate the street and alley right of way. Upon vote taken, Ayes, 7; Nayes, 0. There being no further business Commissioner ADJOURNMENT Cedar moved, Commissioner Anderson made a second to adjourn the special meeting at 6:30 p.m. Upon vote taken, Ayes, 7; Nayes, 0.
