HomeMy WebLinkAbout03/12/90 HASTINGS PLANNING COMMISSION Meeting of March 12, 1990 The regular meeting of the Hastings Planning Commission was called to order by Commissioner Kaiser at 7:30 p.m. Present: Commissioners Ditty, Patzke, Dredge, Reinardy, Kaiser, Anderson, Zender, Cedar. Absent: Featherstone. Staff Present: Planning Director Harmening, Assistant City Planner Czech. Commissioner Kaiser called for additions or corrections MINUTES to the minutes of the meeting of February 26, 1990, and the Special Planning Commission meeting of March 6, 1990. There being no changes, Commissioner Dredge moved, and Commissioner Anderson made a second to approve the minutes as presented. Upon vote taken, Ayes 8; Nayes, 0. Harmening discussed the proposed Bed and Breakfast POSSIBLE AMEND- Ordinance and more specifically the issues of MENT TO BED & meetings, parking and his telephone conversation BREAKFAST ORD. with Pam Thorson. Commissioner Kaiser mentioned a letter submitted by Fay Wallin which was dated March 11, 1990. The Planning Commission discussed a number of issues concerning Bed and Breakfast establishments and the proposed ordinance including, but not limited to, parking, time limits on meetings, the issue of serving alcohol, seating capacity, staff ratio, competition with hotels and motels, and other items contained in the proposed ordinance. Harmening addressed a number of the Planning Commissions questions/concerns as outlined above. Pam Thorsen provided input and expressed concerns regarding the proposed ordinance including, but not limited to, the matters the Planning Commission discussed. Mrs. Thorsen indicated that they (Dick and Pam Thorsen) personally would not do meetings while there were (overnight) guests, thus, parking for meetings should not be calculated seperately for (overnight) guests since they occur at seperate times. Mrs. Thorsen indicated a number of other concerns including that they (Dick and Pam Thorsen) provide meeting space at their Bed and Breakfasts because the community has requested that the Thorsens accomodate meetings due to the historic nature of the Bed and Breakfast building. The Planning Commission discussed and interacted with the Thorsen's on a number of other matters including, but not limited, how to handle new Bed and Breakfast establishments that request meeting space in the future, Uniform Building and Fire Codes, other communities with Bed and Breakfast ordinances, etc. Harmening indicated a public hearing is required before there can be a Zoning Ordinance amendment. Harmening asked the Planning Commission whether the Commission wants to hold a public hearing or should the city Council hold the hearing. Harmening explained the various options to the Planning Commission. Commissioner Zender moved, and Commissioner Anderson made a second, to order a public hearing on the proposed Bed and Breakfast Ordinance at the March 26, 1990, Planning Commission meeting. Upon vote taken, Ayes, 8; Nayes, 0. Harmening reviewed with the Planning Commission the proposed vacation of a portion of the North Frontage Road adjacent to the Dakota County Courthouse. Harmening mentioned that the proposed vacation should not be a problem and indicated the only part to be removed is directly east of General Sieben Drive. Harmening reviewed the proposed Minor Subdivision Ordinance and asked the Planning Commission whether they want to hold a public hearing on said ordinance. Commissioner Ditty moved, Commissioner Cedar made a second, to hold a public hearing on the proposed Minor Subdivision Ordinance at the March 26, 1990, Planning Commission meeting. PROPOSED VACA- TION- NORTH FRONTAGE ROAD AMENDMENT TO SUBDIVISION ORDINANCE- MINOR SUBDIVISION Upon vote taken, Ayes, 8; Nayes, 0. Harmening discussed previous action taken by the city Council. Commissioners Reinardy and Patzke provided a report to the Planning Commission on a Planning Commissioners seminar they and Commissioner Featerstone attended. UPDATE/OTHER BUSINESS There being no further business, Commissioner Zender moved, Commissioner Patzke made a second, to adjourn the March 12, 1990, Planning Commission meeting at 8:36 p.m. Upon vote taken, Ayes, 8; Nayes, 0.
