APPROVAL OF MINUTES
Approve Minutes of the Regular City Council and the City Council Workshop Meetings
on August 3, 2020
Minutes were approved as presented.

Mayor Fasbender stated comments received about items not on the agenda have
been distributed to all councilmembers and are acknowledged.

The items on the Consent Agenda are items of routine nature or no perceived controversy to be
acted upon by the City Council in a single motion. There will be no discussion on these items

AWARDING OF CONTRACTS AND PUBLIC HEARING
These are formal proceedings that give the public the opportunity to express their concern, ask
questions, provide additional information, or support on a particular matter. Once the public
hearing is closed, no further testimony is typically allowed and the Council will deliberate
amongst itself and with staff and/or applicant on potential action by the Council.

1. Utility Rate Study Update
Stacie Kvilvang of Ehlers Inc, provided an update to the Utility Rate Study
including future rate increases and WAC/SAC recommendations.

Council discussion on limiting reliance on WAC/SAC fees, inability to
transfer fee revenue between utility funds, number of units charged per
residence, upcoming development included in study, number of new
commercial properties per year in City, WAC/SAC reduction in fees has not
spurred development, higher rates on multi-housing and other cities may
offer density discounts, timeline for fee decision, creation of programs to
assist certain businesses, residents subsidizing costs when reduction is made
to WAC/SAC fees, need to keep fee structure, all communities have similar
fee structures, are potential developments grandfathered in, need to educate
businesses, council workshop of WAC/SAC fees before decision is made,
’
communication plan to businesses, and adding FAQs to City website.
2. CARES Act
Wietecha explained the requests to update/renovate various workspaces and

full council.

3. Utility Bill Adjustment Request
Wietecha introduced Karl and Jeannie Hajny who would like to address
the council regarding a utility bill.
Karl and Jeannie Hajny, detailed that they received a high-water bill due to
a leak for their rental property located at 119 East 2 nd Street. They asked
Council for consideration in helping with the water bill.
Council discussion on City process for notification, past usage, similar past
requests, is clean water less of a burden on system, City not being involved
in renter/owner agreements on utilities.
Vaughan, Lund to deny request.

4. Closed Door Session to Discuss Pending Litigation
Balsanek, Vaughan to close the public meeting at 9:13 p.m. and open the
closed-door session.

Happy Birthday to Councilmembers Joe Balsanek and Trevor Lund this
week.
•
Music in the Park, at Levee Park, supported by Ruth & George Doffing
Charitable Fund:
o
Dirty Shorts Brass Band on Thursday, August 20 at 7 pm A New
Orleans style brass band playing everything from jazz to Dixie to
funk to blues to rock & roll to swing.
Starlette’s Web on Thursday, August 27 at 7 pm is the Midwest’s
o
only tribute band to iconic female artists of pop, rock, and county
from the 80s to today.
o
Power of 10 on Thursday, September 3 at 7 pm features dynamic
vocals, an awe-inspiring horn section and a superb rhythm section
performing a mix of timeless and current hits.
o
Music in the Park has limited attendance of 250 people and social
distancing requirements. It is free and open to the public.

We have several other recreation programs coming up at Levee Park:
o
Bike with a Ranger on Saturday, August 22 at 9 am. A park ranger
will lead participants on the 10-mile loop to learn about history and
wildlife. For teens and adults, please RSVP.
o
Performance in the Park on Tuesday, August 25 at 6 pm. Taiko Arts
Midwest delivers a loud and energetic Japanese drum and dance
performance. Sponsored by SMEAD Manufacturing Company and a
grant from the Metropolitan Regional Arts Council.
o
Raptors in the Park on Wednesday, August 26 at 6 pm. A live raptor
presentation in partnership with Carpenter Nature Center.
–“Secret Life of Pets 2” will be shown on Friday,
o
Movie in the Park
August 28 at 7:30 pm, sponsored by Ardent Mills. Crossroads
Church will host family friendly activities before the movie at 6:30
pm. Please bring a non-perishable food donation for Hasting Family
Service.
