HomeMy WebLinkAbout06/25/90P~ASTINGS PLANNING COMi~ISSION MEETING OF 6/25/90 The regular meeting of the Hastings Planning Commission was called to order by Commissioner Kaiser at 7:30 p.m. Members Present: Commissioners Patzke, Kaiser, and Cedar Dredge, Reinardy, Members Absent: Anderson, Ditty, Zender, and Featherstone Staff Present: Planning Director Harmening and Assistant city Planner Czech Commissioner Kaiser called for additions or corrections to the minutes of the regular meeting of May 29, 1990. MINUTES Czech noted that an addition to update/other business should include the public hearing the Planning Commission called for the June 25, 1990, regular meeting for the purpose of reviewing a minor subdivision request by Paul Wilson at 115 West 17th Street and 122 West 18th Street. The minutes were approved with addition as noted by Czech. Czech reviewed the June 19, 1990, staff report regarding a request by David Tanner for approval of a parking variance at 755 Westview Drive. PARKING VARIANCE- TANNER - 755 WESTVIEW DRIVE Harmening noted that public notice had been sent to adjacent property owners. Commissioner Dredge moved, commissioner Patzke made a second, to approve the parking variance based on the following findings: Special conditions and circumstances exist peculiar to the land involved and are not applicable to other lands in the same district: The subject property containing a 2,100 square foot office building with parking stalls for 16 automobiles was built in approximately 1982. In 1990, the State Highway Department acquired the south 10 feet of the subject property for the purpose of constructing a new frontage road. The remaining property is not large enough to accommodate 16 parking stalls within the setbacks required by city ordinance. In order to maximize the number of parking stalls and fit them all within the property not taken by the State, it will be necessary to move the parking perimeter closer to the property line on the south and west. The alternative would be to provide significantly fewer parking stalls, probably 10 all together, which would not be adequate for off-street parking for the commercial use of the present building; Be Compliance with city code setback requirements and parking requirements cannot be accomplished according to the engineering and planning available to applicant. Literal interpretation of the code would deprive applicant of the rights commonly enjoyed by other properties in the same district; Ce The applicant has not contributed to the creation of the conditions and circumstances in that the State Highway Department for public purposes; D. No special privilege is sought, and the granting of the variance requested will not confer the same; and subject to the following conditions: The parking lot conform with the submitted site plan (see ATTACHMENT "A" on file). The applicant submit a landscaping plan to be approved by the City Planner. Upon vote taken, Ayes, 5; Nayes, 0. Czech reviewed staff's June 19, 1990, memo to the Planning Commission regarding a request by Mr. Paul Wilson and Mr. David Bacon for approval a minor subdivision (lot line adjustment) at 115 West 17th Street and 122 West 18th Street. PUBLIC HEARING - MINOR SUBDIVISION WILSON & BACON - 115 W 17TH ST & 122 W 18TH ST. The public hearing was opened for comments at 7:40 p.m. There were no comments from the audience. The Planning Commission briefly discussed the proposed minor subdivision/lot line adjustment. Commissioner Reinardy moved, Commissioner Cedar made a second, to approve the minor subdivision/ lot line adjustment subject to the following conditions: 1. The applicant submit a revised survey which shows an adjusted lot line for Parcel C such that the garage is at least five (5) feet from the north property line. 2. That the revised survey show Mr. Bacon's property at 122 West 18th street as Parcel D. 3. That language be added to the revised survey which ties together Parcel C and Parcel D. That utility service for Parcel A shall come from West 18th Street through a private easement over Parcel D. 5. That the 17.03' line splitting Parcel C be eliminated on the revised survey. Upon vote taken, Ayes, 5; Nayes, 0. Harmening indicated that Pam Thorsen was unable BED & BREAKFAST - to attend the meeting, thus, there would be no PAM THORSEN discussion concerning bed and breakfast facilities. Harmening briefed the Planning Commission on city Council actions relating to planning matters. UPDATE/OTHER BUSINESS Harmening noted that there was one action item concerning the rescheduling of the July 9, 1990, regular Planning Commission meeting which is in conflict with the city Council meeting scheduled for the same night. The Planning Commission briefly discussed a date and time for rescheduling the July 9, 1990, regular meeting. Commissioner Cedar moved, Commissioner Reinardy made a second, to reschedule the July 9, 1990, regular meeting to Tuesday, July 10, 1990, at 7:30 p.m. Upon vote taken, Ayes, 5; Nayes, 0. Harmening noted that this would be his last meeting and that he enjoyed working with the Planning Commission during the time he had been with the City. There being no further business Commissioner Patzke moved, Commissioner Reinardy made a second, to adjourn the meeting at 8:40 p.m. ADJOURNMENT
