HomeMy WebLinkAboutHEDRA Minutes 08-13-2020HEDRA HASTINGS ECONOMIC DEVELOPMENT and REDEVELOPMENT AUTHORITY The Hastings Economic Development and Redevelopment Authority of the City of Hastings, Minnesota met in a regular meeting on Thursday, August 13, 2020 at 6:00 p.m. via Zoom video conference. HEDRA Commissioners Present: Sullivan, Fox, Goblirsch, Balsanek, and Vaughan. HEDRA Commissioners Absent: Peine and Sinclair Staff Present: Community Development Director John Hinzman City Administrator Dan Wietecha I. Quorum A quorum was established and the meeting was called to order by President Sullivan at 6:00 PM with five members present. II. Minutes Motion by Commissioner Balsanek to approve the minutes from the July 9, 2020 Regular Meeting as presented. Seconded by Commissioner Goblirsch. Roll call vote: Ayes 5; Nays 0. Motion approved. III. Bills Hinzman summarized the bills. Commissioner Goblirsch motioned to approve as presented, seconded by Commissioner Vaughan. Roll call vote: Ayes 5; Nays 0. Motion approved. IV. Business V. Reports and Information A. Housing Study Brenda Kayzar from Urban DrK Consulting presented the findings of the Hastings Arts Study sponsored by the Hastings Prescott Area Arts Council (HPAAC). Commissioner Vaughan asked if there were any cities to look at as examples of success. Ms. Kayzar stated Grand Rapids and Mankato Minnesota were good examples. Commissioner Balsanek asked if the City could combine art with other events to augment what is already occurring. President Sullivan stated she is pleased the city is receptive to the arts. B. CARES Funding - COVID-19 Economic Development Assistance Mr. Hinzman summarized the activities of the City Council in allocated $1.75 million in federal CARES Act relief. $250,000 will be allocated towards providing business assistance grants of $10,000 each; the program will piggyback off of Dakota County’s similar program. $250,000 has been allocated to assist non-profit organizations with detail forthcoming. Funding will also be used to reimburse HEDRA for the HEART Grant and downtown parklet expenses. C. Commercial Vacancy Mr. Hinzman summarized future arrivals of El Original Mexican Restaurant and The Smokin’ Oak Restaurant as well as Royal Pet, a pet food manufacturer and accessories distributor in the Hastings Industrial Park. D. Development Update Mr. Hinzman provided an update on activities at The Confluence as well as two new plat for residential developments that will be reviewed by the City Council in September. E. Economic Development Coordinator Mr. Hinzman stated a finalist for the position has been selected and pre- employment screening is taking place. F. Reschedule September HEDRA Meeting The September HEDRA Meeting has been rescheduled until September 24th at 6pm. VI. Adjourn President Sullivan motioned to adjourn the meeting at 6:59 p.m., seconded by Commissioner Vaughan. Roll call vote. Motion passed 5-0. Meeting adjourned.
