HomeMy WebLinkAbout09/10/90 HASTINGS PLANNING COMMISSION September 10, 1990 The regular meeting of the Hastings Planning Commission was called to order by Commissioner Kaiser at 7:30 p.m. Members Present: Commissioners Cedar, Patzke, Dredge, Reinardy, Kaiser and Anderson Members Absent: Commissioners Ditty, Featherstone and Zender Staff Present: City Planner Czech Commissioner Kaiser called for additions or corrections to the minutes of the regular meeting of August 13, 1990 and hearing none the minutes were approved as presented. MINUTES Commissioner Ditty joined the meeting at 7:31 p.m. Czech reviewed staffs September 6, 1990 memorandum to the Planning Commission regarding the proposed revised grading and drainage plan submitted by Dakota Realty Company. The public hearing was opened for comments at 7:32 P.M. PUBLIC HEARING REVISED GRADING & DRAINAGE PLAN- SUNNY ACRES 4TH ADDITION - DAKOTA REALTY Sylvester Taube of 3125 Cory Lane, Aloyed Jensen of 450 East 31st Street and Franklin Emrick, 3130 Cory Lane are adjacent property owners who expressed concern regarding the existing grading and drainage situation within the Sunny Acres 4th Addition. There being no further comments from the audience, the public hearing was closed at 7:43 p.m. The Planning Commission interacted with the adjacent property owners, staff as well as the developer Cory Gustafson. The Planning Commission indicated that they continued to have concerns regarding the grading and drainage situation at the property and that there had been problems in the past. Commissioner Patzke moved, Commissioner Reinardy made a second, to table the public hearing for the revised grading and drainage plan for the Sunny Acres 4th Addition until the next meeting so that Tom Montgomery, city Engineer can have an opportunity to contact the three individuals who spoke at the public hearing so as to address their concerns. Upon vote taken, Ayes, 7; Nayes, 0. Czech briefly reviewed staffs September 6, 1990 memo to the Planning Commission regarding a request by Donna White for approval of a rezoning from I-2 to R-2 for Lots 3 & 4, Block 136, Town of Hastings. PUBLIC HEARING REZONING - 600 E. 7TH ST. WHITE The public hearing was opened for comment at 7:57 p.m. Donna White was present and asked that the Planning Commission approve her request for rezoning from I-2 to R-2. Charles Rehfeld was present and indicated that he was interested in purchasing the property and renovating an existing structure on the property for residential use, thus, asked the Planning Commission to approve the request that the property be rezoned from I-2 to R-2. There being no further comments from the audience, the public hearing was closed at 7:59 p.m. The Planning Commission interacted with staff and the applicant concerning the request. Commissioner Dredge moved, Commissioner Ditty made a second, to approve the rezoning of Lots 3 & 4, Block 136, Town of Hastings from I-2 to R-2 subject to the following conditions: The applicant/owner must satisfy applicable state/ city codes for septic and well including Clean Water Act requirements. The applicant shall secure all necessary permits for building, septic and well as well as satisfy all Uniform Building and Fire Codes. Upon vote taken, Ayes, 7; Nayes, 0. Czech briefly reviewed staffs August 18, 1990 memo to the Planning Commission and noted that there was a letter dated August 29, 1990 from staff to Mr. Thomas Judge regarding a request for approval of a site plan at 113/117 W. 23rd St. as presented by Mr. Judge. Commissioner Ditty moved, commissioner Reinardy made a second, to remove the proposed site plan from being tabled from the previous Planning Commission meeting of August 27, 1990. SITE PLAN - 113/117 W. 23RD JUDGE Upon vote taken, Ayes, 6; Nayes, 1 (Patzke). The Planning Commission interacted with Mr. Judge and staff concerning the proposed site plan and previous matters relating to the subject property. Commissioner Dredge moved, Commissioner Ditty made a second, to approve the site plan subject to the following conditions: 1. That the structure and other improvements to the subject property be completed per the approved site plan. 2. That Lot 17 & 18, Block 4, Vermillion Addition be combined as one tax parcel. 3. That the proposed building satisfy all Uniform Building and Fire Codes. Upon vote taken Ayes, 6; Nayes, 1 (Patzke). Czech briefly reviewed staffs September 6, 1990 ORDER PUBLIC memo to the Planning Commission concerning a HEARING-COMP request by James and Joy Lewanski for approval PLAN AMENDMENT/ of a Comp Plan Amendment from "Medium Density REZONE-1601 Residential', to "Low Density Residential" and a rezone KING MIDASLANE- from I-3 to R-2 for those parts of Lot i and Outlot LEWANSKI A, King Midas Addition, as described on the submitted survey on file. Commissioner Patzke moved, Commissioner Reinardy made a second, to order a public hearing in order to review a Comp Plan amendment from "Medium Density Residential" to "Low Density Residential" and a rezone from R-3 to R-2 for those parts of Lot 1, and Outlot A, King Midas Addition described on the submitted survey on file. Upon vote taken, Ayes, 7; Nayes, 0. Czech briefly reviewed the City Council actions at the September 4, 1990 meeting which pertained to Planning Commission items. UPDATE/OTHER BUSINESS There being no further business, Commissioner Cedar moved, Commissioner Ditty made a second, to adjourn the meeting at 8:25 p.m. ADJOURNMENT
