September 24, 1990
The regular meeting of the Hastings Planning Commission was called to
order by Commissioner Kaiser at 7:30 p.m.
Members Present: Commissioners Ditty, Dredge, Reinardy, Kaiser,
Zender and Cedar
Members Absent: Commissioners Patzke, Featherstone and Anderson.
Staff Present: City Planner Czech
Commissioner Kaiser called for additions or
corrections to the minutes of the regular meeting
of September 10, 1990. Commissioner Reinardy
noted that under the public hearing for the
revised grading and drainage plan for Sunny Acres
4th Addition, the developers name should be changed
from Cory Gustafson to Don Gustafson.
MINUTES
Commissioner Zender moved, Commissioner Cedar made
a second, to approve the September 10, 1990 minutes
with the one correction as noted above.
Upon vote taken, Ayes, 6; Nayes, 0.
Commissioner Ditty moved, Commissioner Reinardy
made a second, to remove from the table a request
for a revised grading and drainage plan for the
Sunny Acres 4th Addition as requested by Dakota
Realty.
Upon vote taken, Ayes, 6; Nayes, 0.

Czech briefly reviewed staffs September 18, 1990
memo to the Planning Commission as well as
Tom Montgomerys' September 18, 1990 memo to
Paul Czech concerning the revised grading and
drainage plan in the Sunny Acres 4th Addition.
The public hearing was opened for comments at
7:33 p.m. There being no comments from the
audience, the public hearing was closed.
Commissioner Reinardy moved, Commissioner Cedar
made a second, to approve the revised grading
and drainage plan subject to the following
conditions:
1. The 12" RCP shall be extended to the end of
the swale on the south side of the Malcolm
Ave. trail access. The swale on the north
side of the access and the access culvert
crossing shall both be eliminated.
Show on plan
invert elevations, and submit a detail of the
proposed inlet structure.
3. The drainage from the two easterly quad units
located on the northern two thirds of Outlot B
shall have an inverted crown to contain this
drainage within the paved area, or a small berm
be constructed to confine the storm runoff to the
driveways and prevent runoff from flowing into
the Malcolm Ave. backyards.
Upon vote taken, Ayes, 6; Nayes, 0.
Commissioner Patzke joined the meeting at 7:40 p.m.
Czech reviewed staffs September 19, 1990 memo to
the Planning Commission concerning a comprehensive
amendment from "Medium Density Residential" to
"Low Density Residential" and a rezone from R-3 to
R-2 for those parts of Lot 1 and Lot A in the King
Midas Addition as owned by James and Joy Lewanski.
James and Joy Lewanski were present at the meeting
as were Jim Caturia and Herman Gelhar both of whom
own property to the south of the subject site.
The Planning Commission interacted with the adjacent
property owners and staff on various items including,
but not limited to, existing and proposed street
right of way widths as well as public utilities.
Commissioner Ditty moved, Commissioner Zender made
a second, to table the rezoning request until the
next meeting so that property owners in the King
Midas Addition who were present can have an opportunity
to meet with staff concerning street right of ways,
utilities, and other matters related to this
development of property in the King Midas Addition.
Upon vote taken Ayes, 7; Nayes, 0.
Commissioner Patzke moved, Commissioner Zender
made a second, to order a public hearing in order
to review a preliminary/final plat for County
Crossroads Center 3rd Addition.
Upon vote taken, Ayes, 7; Nayes, 0.
Czech reviewed staffs September 18, 1990 memo to
the Planning Commission concerning a moratorium
placed on the approval of any special use permit
site plans for old age homes, retirement homes,
nursing homes and rest homes.

The Planning Commission formed a committee consisting
of Kaiser, Reinardy, Dredge and Zender for the
purpose of reviewing the City Code concerning "senior housing".
Czech briefly reviewed the City Council actions
at the September 17, 1990 meeting which pertained
to Planning Commission items.

BUSINESS
There being no further business, Commissioner
Zender moved, Commissioner Patzke made a second,
to adjourn the meeting at 8:10 p.m.
