HomeMy WebLinkAbout10/22/90Hastings Planning Comm~sslon October 22, 1990 The regular meeting of the Hastings Planning Commission was called to order by Commissioner Kaiser at 7:30 p.m. Members Present: Commissioners Ditty, Patzke, Dredge, Reinardy, Kaiser Anderson and Zender Commissioners Absent: Featherstone and Cedar Staff Present: city Planner Czech Commissioner Kaiser called for additions or corrections to the minutes of the regular meeting of October 8, 1990. There being no additions or corrections to the minutes, the minutes were approved as presented. MINUTES Upon vote taken, Ayes, 7; Nayes, 0. Commissioner Featherstone joined the meeting at 7:32 P.M. Czech reviewed staffs October 17, 1990 memo to the Planning Commission concerning the proposed amendments to Chapter 10 for Residential Care Facilities for Aged and/or Infirm/Disabled Persons. Commissioner Reinardy who was the Chairperson of the Planning Committee which studied this matter submitted a written record of the proceedings of the Planning Commission "Senior Housing" Subcommittee which was dated October 22, 1990. Commissioner Reinardy provided a detailed account of the activities of the subcommittee. PUBLIC HEARING- AMEND CHAPTER 10- RESIDENTIAL CARE FACILITIES FOR AGED AND/OR INFIRM/ DISABLED PERSONS The public hearing was opened for comments at 7:42 p.m. Janet Wilebski of Bannigan & Kelly an attorney for Haven Homes was present at the meeting. Ms. Wilebski expressed concerns regarding the proposed amendments to Chapter 10 and what she felt were the legal ramifications if the amendments were adopted. Bill Chapmen, 365 E. Kellogg Blvd., St. Paul, MN, a Consulting Planner representing Haven Homes was present at the meeting. Mr. Chapman expressed concerns regarding the proposed amendments to Chapter 10 and explained why he did not believe the amendments should be recommended to the City Council. Lester Fair of Haven Homes Health Center, 930 16tn st. West was present at the meeting. Mr. Fair questioned why hospitals were allowed in the R-1 District and not senior housing. Donna Thorkelson of 1640 Louis Lane was present at the meeting. Ms. Torkelson indicated that she is not against the nursing home concept but that there are other areas of the city that allow assisted living and Haven Homes should not be allowed this use. There being no further comments from the audience, the public hearing was closed at 8:13 p.m. The Planning Commission interacted with members of the audience and staff on various items including, but not limited to, the proposed definitions of the three types of residential facilities and the zone districts which would accommodate these facilities. Commissioner Zender moved, Commissioner Patzke made a second, to approve the proposed amendments to Chapter 10 as presented by the Planning Commission Subcommittee subject to the following: 1. That Section 10.02, Subdivision 20, 21 and 22 be changed to read as Subdivision 21, 22 and 23 with the existing Section 10.02, Subdivision 21-35 shall be renumbered as 24 through 38 respectively. 2. That legal counsel review the Planning Commissions recommendation. Upon vote taken, Ayes, 8; Nayes, 0. Czech briefly reviewed the city Council actions from the October 15, 1990 meeting which pertained to Planning Commission items. Czech also noted that the site plan approved for Tom Judge had been modified such that the building was more rectangular rather than square and had an eight (8) side setback. There being no further business, Commissioner Dredge moved, Commissioner Anderson made a second, to adjourn the meeting at 8:45 p.m. UPDATE/OTHER BUSINESS ADJOURNMENT
