V. REPORTS AND INFORMATION
A. Presentation - Hastings Arts Study
Brenda Kayzar will be presenting the results of the Hastings Arts Study and its
connection to economic development. The Study was conducted through the
Hastings Prescott Area Arts Council (HPAAC). The presentation follows
HPAAC’s Community Arts and Culture Plan presented to HEDRA in October,
2019.
B. CARES Funding - COVID-19 Economic Development Assistance
The City of Hastings received $1,743,298 through the federal CARES Act for
responding to the COVID-19 public health emergency. The City Council has
allocated a portion of the funding towards economic assistance as follows:
Local Business Grants - $259,000 - Funding would be used to provide 25
grants to local businesses. This would supplement Dakota County’s Small
Business Relief Grant Program providing 1,000 grants. Both programs
would have identical qualifications and provide $10,000 grants through a
random selection of qualified businesses. The grant program would be

managed through an outside vendor (NextStage) with an administrative
cost of around $9,000. NextStage would provide a list of 25 businesses
that were not funded through Dakota County’s program for funding by the
City of Hastings. Funding for the grant would likely be allocated to
HEDRA to process payments. The administrative duties for City Staff
would be minimal. Dakota County is currently accepting applications for
their program until August 14th.
Non Profit Organization Grants - $250,000 - Funding would be
allocated to HEDRA for disbursement to local non-profit organizations.
This would likely require development and management of a grant
program in house.
Potential Reimbursement Business Assistance - HEART Grant and
Downtown Assistance ~ $206,000 - Council discussed reimbursing
$181,000 in HEART Grant Assistance and $25,000 of downtown barriers,
traffic delineators and portable restrooms. A final decision has not been
made.

311 East 2nd Street (former Midwest Realty) is available for lease.
El Original Mexican Restaurant is planning to open in the Cub Foods
Strip Center.
The office building at 1640 South Frontage Road is no longer for lease.
Office space is available at 1250 North Frontage Road
The Smokin’ Oak has purchased the former Provincial Bank Building at
1309 Vermillion Street. A building permit has been submitted to convert
the space to a restaurant similar to their Red Wing location.
Royal Pet has acquired the former Westview Packaging Building located at
1100 Spiral Blvd. Royal Pet produces pet food and distributes pet
supplies.

D. Development Update
The Confluence - Site utility work
continues; the 2nd Street closure
should conclude by August 7th.
Roofing work continues and
windows have been removed for
refurbishing.
Villas at Pleasant - 33 villa home
sites located at the northwest corner
of Pleasant Drive and Northridge
Drive. Project targeted towards empty nesters and seniors. Planning
Commission is tentatively scheduled to review on August 24th. Upon action
by the Commission, the City Council would review on September 21st.
Sieben Ridge - 116 home sites, half villa homes, half traditional single
family. Located west of General Sieben Drive and south of St Elizabeth Ann
Seton Church. Planning Commission is tentatively scheduled to review on
August 24th. Upon action by the Commission, the City Council would review
on September 21st.
E. Economic Development Coordinator
We have made an offer to an individual to serve as our next Economic
Development Coordinator. A background check is currently being conducted. We
are hopeful to have the individual on board by the end of August!
F. Reschedule September HEDRA Meeting to September 3rd - 6pm
I will be out of town during the regularly scheduled HEDRA Meeting of
September 10th. I’m seeking to schedule the meeting one week earlier on
Thursday, September 3rd at 6pm.
