Minutes of the Regular Meeting of June 16, 2020
Held at 7:00 p.m. and conducted solely by telephone or other electronic means as provided
in Minnesota Statutes § 13D.021 and no in-person meeting was conducted at City Hall.
I. Quorum: Smith, Toppin, Ragan-Scully, Youngren, Sovik-Siemens, Borchardt and
Douglas. Chair Smith called the meeting to order at 7:00.
Absent: Simacek, and Johnson
Staff Present: Dan Wietecha, City Administrator and Justin Fortney, City Planner
II. Add 113 2nd St E – New mailbox to the agenda
The Commission voted to add the new item to the agenda, which was submitted after posting of
the agenda.
Motion by Toppin, second by Sovik-Siemens to add the item to the agenda; motion
approved 7-0 by rollcall.
III. Minutes: May 19, 2020
Motion by Borchardt for approval with a minor correction, seconded by Youngren; motion
approved 7-0 by rollcall.
IV. Certificate of Approval Review
A. 111 2nd St E – Rooftop Patio Improvements
Fortney presented the staff report. Commissioners asked the applicant a few questions about the
proposed improvements and use of the rooftop patio. Jen Fox spoke about the proposal.
Commissioner Toppin commented that the improvements would not be very noticeable, even
from the alley and said they appear appropriate.
Motion by Ragan-Scully for approval as presented, seconded by Borchardt; motion
approved 7-0 by rollcall.
B. 314 7th Street W – Fence/ Garbage Can Enclosure
Fortney presented the staff report. Commissioners discussed how the enclosure is very far from
the street and fairly insignificant.
Motion by Toppin for approval as presented, seconded by Ragan-Scully; motion approved
7-0 by rollcall.
C. 113 2nd Street E – New mailbox – Added to the agenda.
Fortney presented the materials provided by the applicant. Ragan-Scully, applicant, stated the
mailbox is needed to accept mail while they are closed. She added that the location is obscure and
the best option. Commissioners asked about a mail slot and alternative locations that did not
require anchors into the mortar. The applicant said a mail slot would be great, but not preferred
due to the historic door that is mostly glass. Fortney said that anchoring into mortar is common
and does not harm the building compared to alternatives as long as it is patched if ever removed.
He explained that mortar is a sacrificial component of the wall that will be replaced many times
during the life a historic building.
Motion by Toppin for approval as presented, seconded by Youngren; motion approved 6-1
(Ragan-Scully Abstained) by rollcall.

Motion by Borchardt, second by Youngren to adjourn the meeting at 7:45 pm; motion
approved 7-0 by rollcall.
