HomeMy WebLinkAbout04/13/92Hastings Planning Commission Meeting of April 13, 1992 The regular meeting of the Hastings Planning Commission was called to order by Commissioner Reinardy at 7:00 p.m. Commissioners Present: Anderson, Bateman, Bolesworth, Mesaros, Reinardy and Zender Commissioners Absent: Featherstone Staff Present: Community Development Director Wozniak and City Planner Czech Commissioner Reinardy called for additions or corrections to the minutes of the regular meeting of March 9, 1992. There being no additions or corrections to the minutes, the minutes were approved. MINUTES Czech reviewed staffs April 7, 1992, memorandum to the Planning Commission concerning a request by the Dakota County HRA for approval of a site plan for a senior housing project to be located on East 3rd Street between Ramsey and Tyler Streets. DAKOTA COUNTY HRA SENIOR HOUSING - EAST 3RD STREET The Planning Commission discussed with staff, Kirk Velett of Arvid Elness Architects who represents Dakota County HRA, Diane Nordquist of the Dakota County HRA issues relating to the proposed senior housing project including, but not limited to, proposed size of the facility and rents. Commissioner Mesaros moved, Commissioner Bolesworth made a second, to approve the site plan subject to the following conditions: The proposed structure and accessory items including, but not limited to, the parking lot and landscaping shall be completed pursuant to the approved site plan. Upon request for occupancy of the building, all uncompleted items contained within the site plan shall be addressed pursuant to the escrow requirements contained within the site plan review provisions of the city's zoning ordinance (Section 10.24). B. The applicant/owner shall provide off site parking which satisfies City Code requirements. C. The applicant/owner shall satisfy all Uniform Building and Fire Codes. Upon vote taken, Ayes, 7; Nays, 0. Bill Sylvander who was present at the meeting indicated that he was representing his father (an adjacent property owner) and inquired about underground parking. Czech reviewed staff's March 31, 1992, memorandum to the Planning Commission concerning a request by Guetschoff Theaters, Inc. for approval of a site plan to convert the existing Top Do It Center into a movie theater located at 1325 South Frontage Road. The Planning Commission discussed with staff and Bob Guetschoff the applicant issues relating to the proposed theater including, but not limited to, the number of screens and location of other theaters owned by Guetschoff Theaters, Inc. SITE PLAN-MOVIE THEATER - GUETSCHOFF THEATERS, INC. 1325 SOUTH FRONTAGE ROAD Commissioner Anderson moved, Commissioner Mesaros made a second, to approve the site plan subject to the following conditions: The proposed structure and accessory items including, but not limited to, the parking lot, front facade and signage be completed pursuant to the approved site plan. Upon request for occupancy of the building, all uncompleted items contained within the site plan shall be addressed pursuant to the escrow requirements contained within the site plan review provisions of the city zoning ordinance (Section 10.24). B. That the applicant/owner shall satisfy all Uniform Building and Fire Codes. Upon vote taken, Ayes, 6; Nays, 1 (Bateman). Czech reviewed staff's April 7, 1992, memorandum to the Planning Commission concerning a request by Greg Jablonske of Advanced Homes of Hastings for approval of a final plat and revised grading plan for Riverwood 5th Addition. FINAL PLAT/ REVISED GRADING PLAN-RIVERWOOD 5TH ADDITION - ADVANCED HOMES The Planning Commission discussed with staff issues relating to the proposed final plat and revised grading plan including, but not limited to, the number of cul de sacs and future additions. Commissioner Zender moved, Commissioner Mesaros made a second, to approve the final plat and revised grading plan subject to the following conditions: That any structures located on Lots 1, 2 and/or 3 be located at least 50 feet from the Northern Natural Gas Company Pipeline easement. If the developer is unable to situate a structure on Lot 2 so as to comply with the 50 foot setback requirement, the developer shall replat that lot so as to comply with the 50 foot setback requirement. Prior to any building permits being issued, the developer shall provide a certified survey that the entire site has been graded pursuant to the revised grading plan dated April 2, 1992. Furthermore, prior to any building permits being issued for that area proposed as Riverwood 6th Addition (Outlot A), the developer shall provide a certified survey that the entire site as indicated on the 3-19/4-16-91 preliminary plat has been graded pursuant to the 3-19/4-16-91 preliminary plat. Compliance with all conditions of the preliminary plat for Riverwood 5th & 6th Additions as approved by the City Council on May 20, 1991. That the developer enter into a Development Agreement with the City of Hastings incorporating conditions number 1, 2 and 3 listed above. Upon vote taken, Ayes, 7; Nays, 0. Czech reviewed City Council action pertaining to Planning items from the Councils' April 6, 1992, meeting. UPDATES/OTHER BUSINESS Czech inquired as to whether the Planning Commission would be interested in further discussing the Comprehensive Plan Update after adjourning the regular meeting. The Planning Commission indicated that they would like to meet. There being no further business, Commissioner Zender moved, Commissioner Mesaros made 'a second, to adjourn the meeting at 7:35 p.m.
