Meeting of May 11, 1992
The regular meeting of the Hastings Planning Commission was called to
order by Commissioner Reinardy at 7:00 P.M.
Commissioners Present: Anderson, Bateman, Featherstone, Mesaros
and Reinardy
Commissioners Absent: Bolesworth and Zender
Staff Present: city Administrator Osberg
Commissioner Reinardy called for additions or
corrections to the minutes of the regular meeting
of April 13, 1992. There being no additions or
corrections to the minutes, the minutes were approved.
MINUTES
Commissioner Featherstone moved, Commissioner Mesaros
made a second, to approve the final plat and
revised grading plan for Pleasant Valley 7th
Addition subject to the following conditions:

CONSTRUCTION
That applicant/developer pay for and install a sidewalk along the
entire south side of Jackson Drive and plant boulevard grass along
all public right of ways. As per city code requirements, the
developer shall provide the city a cash escrow in the amount equal
to 125% of the cost of the sidewalk and boulevard grass
improvements prior to recording the final plat. In addition, the
developer shall satisfy all city requirements including, but not
limited to, the following:
a. Ail construction shall be in accordance with plans and
specifications prepared by or approved by the Public Works
Director.
b. Pay all cost to the city including engineering inspection,
legal and administrative cost incurred as a result of said
improvements.
c. Complete the required improvements within a two year period.

That the developer adhere to all R-3 Planned Residential
Development standards. It is also noted that the corner side
setback is 25 feet to both street right of way lines for corner
lots in this development.
Payment of the interceptor sewer charges totalling $4,350 at such
time the final plat hardshell is submitted.
·hat a 30 foot w~e pedestrian easement be ~ncluded between Lots 8
and 9 as well as Lot 24, Block 1 from Jackson Drive to the Pleasant
Drive ponding basin which is the same area as the 30 foot wide
drainage and utility easement. The developer shall prepare and
record with the City and Dakota County this 30 foot wide pedestrian
easement subject to review and approval by the City Attorney.
Furthermore, there shall be non-vegetative elements and/or
structures within this 30 foot wide easement.
That the applicant/developer complete all grading pursuant to the
3-12-92 revised grading plan received by the City on 3-17-92 prior
to any building permits being issued for all lots within Pleasant
Valley 7th Addition. Furthermore, prior to any building permits
being issued for lots in Pleasant Valley 7th Addition, the
developer shall provide the City a certified survey illustrating
that the entire site has been graded pursuant to the 3-13-92
revised grading plan received by the city on 3-17-92. The
developer shall be required to obtain a grading permit to assure
compliance with Chapter 70 of the Building Code. The developer
shall provide the city with a grading plan which illustrates as a
reference point a benchmark on each fire hydrant.

for all multifamily (townhome) structures
permits being issued for said townhomes.

That the developer adhere to all applicable provisions contained in
the development agreement for Pleasant Valley 5th addition dated
April 8, 1991.
Prior to the developer submitting an application for site plan
review or building permits for the two (2) single family lots (Lots
1 and 2, Block 3), the April 8, 1991, Development Agreement shall
be amended to include the above conditions and any other
requirements deemed necessary by the City.
Upon vote taken, Ayes, 5; Nays, 0.
There being no further business, Commissioner Anderson
moved, Commissioner Bateman made a second, to adjourn
the meeting at 7:22 p.m.
