HomeMy WebLinkAbout09/28/92HASTINGS PLANNING COMMISSION Meeting of September 28, 1992 The regular meeting of the Hastings Planning Commission was called to order by Commissioner Reinardy at 7:00 p.m. Commissioners Present: Anderson, Bateman, Bolesworth, Mesaros, Featherstone and Reinardy Commissioners Absent: None Staff Present: City Planner Czech MINUTES Commissioner Reinardy called for additions or corrections to the regular meeting of September 14, 1992. There being no additions or corrections the minutes were approved. SITE PLAN PLEASANT VALLEY 7TH ADDITION~ SIEWERT Czech reviewed staffs September 21, 1992, memorandum to the Planning Commission concerning a request by Siewert Construction for approval of a site plan for 27 townhomes (six 4-unit and one 3-unit buildings) to be located in Pleasant Valley 7th Addition. Commissioner Mesaros moved, Commissioner Bolesworth made a second, to approve the site plan subject to the following conditions: That the construction of the townhomes and related site plan improvements shall be completed as per the approved site, landscaping and building elevation plans. Occupancy of the townhome units shall not take place until all site plan related improvements have been completed. In the alternative, occupancy of the units may be permitted if the developer provides the city, as per City Code requirements, a cash escrow in an amount equal to 125% of the cost of the site plan improvements remaining to be completed. The developer shall relocate the landscaping elements within the common area between Lots 8 and 9, Block 1, Pleasant Valley 7th Addition (one deciduous shade tree and two deciduous ornamental trees) so that the landscaping is located outside the 30 foot wide utility and pedestrian easement. That the developer adhere to all provisions contained in the development agreement for Pleasant Valley 7th Addition dated August 11, 1992. Upon vote taken, Ayes, 4; Nays, 0 (Featherstone and Bateman abstaining). UPDATES/OTHER BUSINESS ADJOURNMENT Czech reviewed City Council actions pertaining to planning matters which occurred at the September 21, 1992, City Council meeting. Czech provided the Planning Commission with a proposed Comprehensive Plan format which is intended to be followed in updating the Comprehensive Plan. Czech also provided the Planning Commission an update of events which occurred at the Upper Midwest Planning Conference. There being no further business, Commissioner Mesaros moved, Commissioner Bateman made a second, to adjourn the meeting at 7:20 p.m.
