City Council Workshop
June 1,2020
The City Council of the City of Hastings, Minnesota met in a workshop on Monday, June 1,
2020 at 5:30 p.m. via Zoom virtual meeting
Members Present: Mayor Fasbender, Councilmembers Balsanek, Braucks, Leifeld, Lund,
Folch, Vaughan
Staff Present: City Administrator Dan Wietecha
Administrative Services Director Julie Flaten
City Attorney Dan Fluegel
Mayor Fasbender called the workshop to order at 5:33 p.m.
City Attorney Fluegel discussed ways to conduct efficient and effective council meetings,
including the handling of questions about agenda items, last minute additions to council agendas,
rule of procedure defined in City Code, clarifications of motions, regulating of meeting by the
Mayor, emergency meetings, declarations, and ordinances.
Council discussion on City Council debate prior to a motion being made, importance of rules and
process, efficiency of meetings, use of workshops and committees to vet out topics, deliberation
around motions, goals of efficiency and formality and tone of voice.
ADJOURNMENT
Motion to adjourn by Councilmember Braucks, seconded by Councilmember Vaughan at
6:45 p.m.
