HomeMy WebLinkAbout04/26/93 HASTINGS PI2%NNING COMMISSION Minutes of Meeting of April 26, 1993 The regular meeting of the Hastings Planning Commission was called to Commissioner Reinardy at 7:08 p.m. Commissioners Present: Bateman, Featherstone, Onnen and Reinardy order by Commissioners Absent: Anderson, Bolesworth and Schommer Staff Present: MINUTES PUBLIC HEARING MINOR SUBDIVISION- 416/418 WEST 2ND STREET Paul Czech, City Planner Commissioner Reinardy called for additions or corrections to the regular meeting minutes of April 12, 1993. There being no additions or corrections the minutes were approved. Czech reviewed staffs April 16, 1993, memorandum to the Planning Commission concerning a request by Dr. O.A. Wisness for approval of a minor subdivision at 416 & 418 West 2nd Street. Czech also noted that Dr. Wisness has petitioned the City Council to vacate 18.25 feet of the unimproved Forest Street right of way so as to resolve the encroachment of an existing building. Commissioner Reinardy opened the public hearing at 7:11 p.m. Dr. Wisness of Savage, Minnesota was present at the meeting and indicated that he would address any questions of the Planning Commission. There being no other comments from the audience, the public hearing was closed at 7:13 p.m. Commissioner Onnen moved, Commissioner Featherstone made a second, to recommend approval of the minor subdivision at 416 & 418 West 2nd Street subject to the following conditions: 1. That Parcel A including that part north and south of the alley be combined under one tax identification number. 2. That Parcel B including that part north and south of the alley be combined under one tax identification number. PUBLIC HEARING - REZONE (A TO R-2) AND MINOR SUBDIVISION 2880/2890 VERMILLION STREET Upon vote taken, Ayes, 4; Nays, O. Czech reviewed staffs April 16, 1993, memorandum to the Planning Commission concerning a request by Elmer & Julie Lucking for approval of a rezone from Agriculture (A) to Medium Density Residence (R-2) and a minor subdivision of property at 2880 & 2890 Vermillion Street. Commissioner Reinardy opened the public hearing at 7:14 p.m. There being no comments from the audience, the public hearing was closed. Commissioner Onnen moved, Commissioner Bateman made a second, to recon~end approval of the rezone from Agriculture to R-2 for property at 2880 & 2890 Vermillion Street. Upon vote taken, Ayes, 4; Nays, O. PUBLIC HEARING- COMPREHENSIVE PLAN AMEND- MENT/REZONE (RESIDENTIAL TO OFFICE) 800 OAK ST. PUBLIC HEARING - MINOR SUBDIVISION- 2610 INDUSTRIAL COURT Commissioner Featherstone moved, Commissioner Bateman made a second, to recommend approval of the minor subdivision as illustrated on the March 9, 1993, boundary survey prepared by Dwyer & Associates, Incorporated (Drawing No. 93-020) and subject to the most northerly movable shed being moved so as to meet City Code setback requirements prior to the city authorizing Dakota County to split the property. Upon vote taken, Ayes, 4; Nays, 0. Czech reviewed staffs April 16, 1993, memorandum to the Planning Commission concerning a request by Bob Wise for approval of a comprehensive plan amendment from single family residential to office and a rezone from Medium Density Residence (R-2) to General Office (0-1) for an undeveloped property at the southwest corner of Oak Street and State Trunk Highway 55. Commissioner Reinardy opened the public hearing at 7:19 p.m. Bob Wise of Vermillion, Minnesota was present at the meeting and indicated that he would be happy to answer any questions of the Planning Commission. The Planning Commission discussed several issues with the applicant and staff including, but not limited to, the type of office uses proposed and access to the property. There being no further comments from the audience, the public hearing was closed at 7:26 p.m. Commissioner Featherstone moved, Commissioner Onnen made a second, to recommend approval of a Comprehensive Plan Amendment from Medium Density Residential to Office and a rezone from R-2 to 0-1 subject to Metropolitan Council Review and approval. Upon vote taken, Ayes, 4; Nays, O. Czech reviewed staffs April 16, 1993, memorandum to the Planning Commission concerning a proposed minor subdivision of property at 2610 Industrial Court which is being processed by the City of Hastings. Commissioner Reinardy opened the public hearing at 7:27 p.m. There being no comments from the audience, the public hearing was closed. Commissioner Featherstone moved, Commissioner Onnen made a second, to recommend approval of the minor subdivision at 2610 Industrial Court with the understanding that the property be replatted in the future consistent with the approved minor subdivision. Upon vote taken, Ayes, 4; Nays, 0. UPDATES/ OTHER BUSINESS ADJOURNMENT Czech reviewed actions pertaining to Planning matters taken by the City Council at its April 19, 1993, meeting. There being no further business, Commissioner Bateman moved, Commissioner Featherstone made a second, to adjourn the meeting at 7:32 p.m.
