HomeMy WebLinkAbout05/24/93HASTINGS PLANNING COMMISSION Minutes of May 24, 1993 The regular meeting of the Hastings Planning Commission was called to order by Commissioner Reinardy at 7:00 p.m. Commissioners Present: Bateman, Bolesworth, Featherstone, Onnen, Reinardy and Schommer Commissioners Absent: Anderson Staff Present: Paul Czech, City Planner and Mike Wozniak, Community Development Director MINUTES Commissioner Reinardy called for additions or corrections to the regular meeting minutes of May 10, 1993. There being no additions or corrections the minutes were approved. SITE PLAN AND AND SETBACK VARIANCE - 800 OAK STREET Czech reviewed staffs May 12, 1993, memorandum to the Planning Commission concerning a request by Bob Wise for approval of a site plan to construct an office building to be located at the southwest corner of Highway 55 and Oak Street (800 Oak Street). Czech noted that that Mr. Wise was also requesting approval of a ten foot rear yard setback variance for the proposed office building. The Planning Commission discussed issues relating to the site plan and setback variance including, but not limited to, landscaping and parking lot access. Commissioner Schommer moved, Commissioner Bolesworth made a second, to recommend approval for a site plan request of Bob Wise for property at 800 Oak Street subject to the following conditions: That the proposed structure and accessory items including, but not limited to, the parking lot and landscaping shall be completed pursuant to the approved site plan. Upon request for occupancy of the building, all uncompleted items contained within the site plan shall be addressed pursuant to the escrow requirements contained within the site plan review provisions of the city zoning ordinance (Section 10.24). The applicant/owner shall submit for Public Works Division review and approval a revised site plan showing the following: Concrete curb and gutter throughout the parking lot. How the access drive and curb and gutter hook up to Oak Street. Elevations for storm sewer inverts. o PUBLIC HEARING - COMPREHENSIVE PLAN AMEND - REGUIDE "WALLIN, Tu~-rLE AND O'CONNELL" PROPERTY AND MUSA TRADE The applicant/owner shall provide additional landscaping and/or a berm or decorative fence south of and adjacent to the four most westerly parking stalls to the satisfaction of the Community Development Division. The parking lot and outside lighting shall be designed so as not to be obtrusive to adjacent property nor to passing motorists on public right of ways. That the applicant/owner shall satisfy all Uniform Building and Fire Codes. Upon vote taken, Ayes, 6; Nays, 0. Commissioner Bolesworth moved, Commissioner Featherstone made a second, to recommend approval of a ten foot rear yard setback variance request of Bob Wise based on the following findings: The size of the existing lot requires flexibility in sighting the proposed office building and parking lot. The location of the proposed building and parking lot will provide for functional and safer maneuvering area for automobile and pedestrian traffic. o The proposed office building should not be detrimental to the surrounding properties. Upon vote taken, Ayes, 6; Nays, 0. Community Development Director Wozniak reviewed staffs May 20, 1993 memorandum to the Planning Commission concerning a Comprehensive Plan amendment which would reguide the "Wallin, Tuttle and O'Connell" properties from "Rural/Low Density" to "Single Family Residential" and Metropolitan Urban Service Area (MUSA) Trade involving approximately 125 acres of the city's Industrial Park and the "Wallin, Tuttle and O'Connell" properties. Commissioner Reinardy opened the public hearing at 7:20 p.m. There being no comments from the audience, the public hearing was closed. The Planning Commission discussed issues relating to the Comprehensive Plan Amendment including, but not limited to, trading industrial park property for residential property. UPDATES/OTHER BUSINESS ADJOURNMENT Commissioner Schommer moved, Commissioner Bateman made a second, to approve a Comprehensive Plan Amendment to reguide the "Wallin, Tut'tie and O'Connell" properties from Rural/Iow density to Single Family Residential. Upon vote taken, Ayes, 6; Nays, 0. Commissioner Bateman moved, Commissioner Onnen made a second, to recommend approval of a Comprehensive Plan Amendment which would trade MUSA acreage by extracting 125 acres of the Hastings Industrial Park from the MUSA and add 141 acres of the Wallin property, 141 acres of the Tuttle property and 27 acres of the O'Connell property to the MUSA. Upon vote taken, Ayes, 5; Nays, 1 (Featherstone). Czech reviewed actions pertaining to Planning matters taken by the City Council at its' May 17, 1993, meeting. There being no further business, Commissioner Schommer moved, Commissioner Bateman made a second, to adjourn the meeting at 7:45 p.m.
