Meeting of June 14, 1993
The regular meeting of the Hastings Planning Commission was called to order by
Commissioner Retnardy at 7:00 p.m.
Commissioners Present: Commissioners Andersen, Reinardy, Bolesworth, Bateman, Onnen
and Schommer
Commissioners Absent: Commissioner Featherstone

Commissioner Reinardy called for additions or corrections to the
regular meeting of May 24, 1993. There being no additions or
corrections the minutes were approved.

Czech reviewed staffs May 25, 1993, memorandum to the Planning
Commission concerning a revised preliminary/final plat for the
Hastings Library Addition and a site plan for a new Dakota County
Library to be located on Lot 1, Block 1 of the Hastings Library
Addition property.
Commissioner Onnen moved, Commissioner Bolesworth made a second, to
remove from the table the preliminary/final plat for the Rastings
Library Addition.
Upon vote taken, Ayes, 6; Nays, 0.
Commissioner Featherstone Joined the meeting at 7:04 p.m.
Commissioner Bolesworth moved, Commissioner Schommer made a second
to approve the revised preliminary/final plat for the Hastings
Library Addition subject to the final plat hardshells conforming
with the preliminary plat.
Upon vote taken, Ayes, 7; Nays, 0.
Commissioner Bateman moved, Commissioner Bolesworth made a second,
to recommend approval of the site plan for the new Dakota County
Library which will be located on Lot 1, Block l, of the Hastings
Library Addition plat subject to the following conditions:
That the proposed structure and accessory items including, but
not limited to, the parking lot and landscaping shall be
completed pursuant to the approved site plan. Upon request for
occupancy of the building, all uncompleted items contained
within the site plan shall be addressed pursuant to the escrow
requirements contained within the site plan review provisions
of the city's zoning ordinance (Section 10.24).
That a revised site plan be submitted detailing roof drainage.
Furthermore, the parking lot drainage and grading shall be
revised to eliminate flat spots and increase grade. The
revised site plan shall be subject to review and approval of
the Public Works Director.

ADJOURNMENT
Ail outside trash containers shall be completely screened on
all sides by landscaping and/or fencing.
The parking lot and outside lighting shall be designed so as
not to be obtrusive to adjacent property nor to passing
motorists on public right of ways.
5. The applicant shall satisfy all Uniform Building and Fire
Codes.
Upon vote taken, Ayes, 7; Nays, 0.
Commissioner Featherstone requested that the minutes be amended
under the public hearing for the comprehensive plan amendment to
reguide the "Wallin, Turtle and O'Connell" properties and MUSA trade
as follows:
The Planning Commission discussed issues relating to the
comprehensive plan amendment including, but not limited to,
trading industrial park property for residential property and
that the capital improvements that exist are not totally
utilized and is a direct cost to the residents of Hastings.
Commissioner Schommer moved, Commissioner Bateman made a
second, to approve a comprehensive plan amendment to reguide
the "Wallin, Turtle and O'Connell" properties from Rural/Low
Density to Single Family Residential at an average of 2.5
families per acre.
Czech reviewed actions pertaining to planning matters taken by the
City Council at its' June 7, 1993, meeting.
There being no further business, Commissioner Schommer moved,
Commissioner Bolesworth made a second, to adjourn the meeting at
7:30 p.m.
