HomeMy WebLinkAbout06/28/93HASTINGS PLANNING COMMISSION Minutes of June 28, 1993 The regular meeting of the Hastings Planning Commission was called to order by Commissioner Reinardy at 7:02 p.m. Commissioners Present: Bolesworth, Featherstone, Onnen, Reinardy and Anderson Commissioners Absent: Bateman and Schommer Staff Present: Paul Czech, City Planner MINUTES Commissioner Reinardy called for additions or corrections to the regular meeting of June 14, 1993. There being no additions or corrections to the minutes, they were approved. PUBLIC HEARING- MINOR SUBDIVISION WEST 1ST ST. & PLEASANT DRIVE Czech reviewed staffs June 15, 1993, memorandum to the Planning Commission concerning a request by Nick Conzemius for approval of a minor subdivision which would split approximately 35 acres of land into two parcels one being 11 acres and the other 23.95 acres adjacent to and south of West 1st Street and bisected by Pleasant Drive. Commissioner Retnardy opened the public hearing at 7:03 p.m. There being no one wishing to address this matter the public hearing was closed. Commissioner Schommer joined the meeting at 7:05 p.m. The Planning Commission briefly discussed the minor subdivision including, but not limited to, that future development should be planned for the entire property. Commissioner Featherstone moved, Commissioner Bolesworth made a second, to recommend approval of the minor subdivision as illustrated on the May 18, 1993, minor lot subdivision prepared by Dwyer and Associates, Incorporated (Drawing No. 93-04). Upon vote taken, Ayes, 6; Nays, 0. FINAL PLAT RIVERWOOD 6TH ADDITION- VILLAGE TRAIL Czech reviewed staffs June 15, 1993, memorandum to the Planning Commission concerning a request by Greg Jahlonske of Advanced Homes of Hastings, Incorporated for approval of a final plat entitled Rtverwood 6th Addition which is an area approximately 6.4 acres in size and proposes 24 single family lots. The Planning Commission discussed several issues relating to the final plat including, but not limited to, street lighting, cul-de- sac length, and the pedestrian path/emergency vehicle access. Commissioner Bolesworth moved, Commissioner Onnen made a second, to recommend approval of the final plat for Rtverwood 6th Addition subject to the following conditions: UPDATES/OTHER BUSINESS ADJOURNMENT 1. T~at any structures locatea on Lots §, 0 an~ 10 ~ located ~t least 50 feet from the Northern Natural Gas Company pipeline easement. 2. Prior to grading the property, the developer shall complete and send a Notice of Intent (NOI) form to the Minnesota Pollution Control Agency (MPCA) and a copy to the City. 3. Prior to any building permits being issued, the developer should provide a certified survey that the entire site has been graded pursuant to the grading plan on file. Final grading shall be completed to the satisfaction of the Public Works Director prior to any building permits being issued for Riverwood 6th Addition. 4. Compliance with all conditions of the preliminary plat for Riverwood 5th & 6th Additions as approved by the City Council on May 20, 1991. 5. That the plat be revised with a wider drainage and utility easement of 15 feet (7.5 feet on each side) between Lots 11 and 12, Block 1, Riverwood 6th Addition. 6. That the developer enter into a development agreement with the City of Hastings incorporating conditions 1 - 5 listed above as well as any other conditions deemed appropriate by the city. Upon vote taken, Ayes, 6; Nays, 0. Czech reviewed actions pertaining to planning matters taken at the City Councils June 21, 1993, meeting. The Planning Commission discussed the need for proper dumpster screening at Taco Bell. The Planning Commission also discussed issues relating to applicant attendance at Planning Commission meetings. There being no further business, Commissioner Featherstone moved, Commissioner Bolesworth made a second, to adjourn the meeting at 7:28 p.m.
