Minutes of the Regular Meeting of April 21, 2020
Held at 7:00 p.m. and conducted solely by telephone or other electronic means as provided
in Minnesota Statutes § 13D.021 and no in-person meeting was conducted at City Hall.
I. Quorum: Smith, Simacek, Toppin, Ragan-Scully, Johnson, Douglas, Youngren, and
Borchardt. Chair Smith called the meeting to order at 7:00.
Absent: Sovik-Siemens
Staff Present: John Hinzman, Community Development Director, and Justin Fortney, City
Planner;
II. Minutes: March 31, 2020
Motion by Borchardt for approval with a minor correction, seconded by Simacek; motion
approved 8-0 by rollcall.
III. Certificate of Approval Review
A. 717 Eddy Street – Re-side Shed/ Carriage Barn
Fortney presented the staff report. Commissioner Simacek said the date of the main structure is
from the 1980’s and was discussed to help determine the age of the shed.
Commissioner Johnson said that structures within a designated district should be assumed historic
until determined otherwise.
Commissioner Borchardt said the foundation is modern.
Chair Smith said the roof sheathing is modern OSB plywood. Fortney said that the sheathing
could have been replaced during a major roofing repair.
Fortney said the application could be approved on the condition that staff inspect the framing or
1924 Sanborn map for confirmation of the structure’s age.
Motion by Douglas for approval with the condition that staff determine the structure is not
historic with an inspection and or review of a Sanborn Fire Insurance Map, seconded by
Simacek; motion approved 8-0 by rollcall.
IV. Business
A. HPC Outreach
The Commission discussed Century Home birthdays and the difficulty of voting on the 26 over
Facebook that are turning 100 this year. The discussed other types of postings that could be done
semiregularly. Commissioner Youngren explained that the Visit Hastings Facebook page has
started posting historic facts about some interesting properties. Commissioner Youngren was
going to touch base with Fortney and Lee Stoffel, Communications Coordinator for ideas on
incorporating some HPC posts to the City Facebook page.
B. Minnesota Statewide HPC Training Manual – Review Chapter 2: Legal
Foundations Fortney presented Chapter Two: Legal Foundations of the Statewide HPC Training
manual and facilitated a discussion. The HPC requested further information on Ex Parte
communication restrictions.
V. Adjourn.
Motion by Simacek, second by Youngren to adjourn the meeting at 8:26 pm; motion
approved 8-0 by rollcall.
