HomeMy WebLinkAbout11/08/93Hastings Planning Commission Meeting of November 8, 1993 The regular meeting of the Hastings Planning Commission was called to order by Planning Commissioner Reinardy at 7:00 p.m. Commissioners Present: Anderson, Bateman, Bolesworth, Onnen, Reinardy and Schommer Commissioners Absent: Featherstone Staff Present: City Planner Czech MINUTES Co~mmissioner Reinardy called for additions or corrections to the meeting minutes of October 25, 1993. There being no additions or corrections the minutes were approved. HOME OCCUPATION 15215 RAVENNA TRAIL-DANIELSON Czech reviewed staffs October 29, 1993, memorandum to the Planning Commission concerning a request by Perry Dantelson for approval of a home occupation permit which would allow him a vacuum cleaner repair business at 15215 Ravenna Trail. Commissioner Bateman moved, Commissioner Onnen made a second, to recommend approval of the home occupation permit subject to Mr. Danielson complying with all home occupation standards including, but not limited to, a basic fire protection inspection by the Fire Marshall. Upon vote taken, Ayes, 6; Nays, 0. PUBLIC HEARING REZONE AND PRELIMINARY/ FINAL PLAT - BOHLKEN ESTATES 3RD ADDITION Czech reviewed staffs October 26, 1993, memorandum to the Planning Commission concerning a request by Harry S. Johnson Land Surveyors for approval of a rezoning from Agriculture (A) to Medium Density (R-2) and preliminary/final plat for Bohlken Estates 3rd Addition. Commissioner Reinardy opened the public hearing at 7:05 p.m. Harry S. Johnson was present at the meeting and indicated that the applicant concurs with all conditions except number 7 relating to Outlots for the preliminary/final plat. Mr. Johnson explained reasons for requesting that the Outlots be allowed as a part of Bohlken Estates 3rd Addition. Mr. Johnson noted that George Bohlken owns property adjacent to the Outlots and that the Bohlkens would incur approximately three to four thousand additional dollars plus time to replat property in the Bohlken Estates 1st Addition. Mr. Johnson asked that the City allow the Outlots to be combined with adjacent property within Bohlken Estates 1st Addition under one tax parcel identification number. There being no further comments, the public hearing was closed at 7:10 p.m. The Planning Commission discussed issues relating to the plat including, but not limited to, the proposed outlots and staffs recommendation to increase the drainage and utility easement along the east property lines of Lots 4,5 and 6, Block 1, Bohlken Estates 3rd Addition from 5 to 20 feet in width. Commissioner Anderson moved, Commissioner Schommer made a second, to recommend approval of the rezone from Agriculture to R-2. Upon vote taken, Ayes, 6; Nays, O. Commissioner Schommer moved, Commissioner Onnen made a second, to recommend approval of the preliminary/final plat for Bohlken Estates 3rd Addition subject to the following conditions: That the final plat hardshells conform with the preliminary plat entitled Bohlken Estates 3rd Addition. The developer shall pay $3,750.00 in interceptor sewer charges prior to the city signing any final plat. The street and storm sewer plan shall be revised so as to provide a 21 inch diameter RCP storm sewer stub within the South Park Drive right of way which will serve future development to the west. The grading and erosion control plan shall be modified so as to provide a first floor elevation of 821.0 feet for Lot 9, Block 1, Bohlken Estates 3rd Addition. Prior to any building permits being issued the developer shall provide a certified survey that the entire site as indicated on the preliminary plat has been graded pursuant to the grading and erosion control plan. The developer shall comply with all requirements and/or recommendations made by the Dakota County Soil & Water Conservation District for complying with the Wetland Conservation Act of 1991. That area shown on the preliminary plat as Outlot A and B shall be combined with Lot 4, Block 1, Bohlken Estates 3rd Addition on the final plat hardshells. In the alternative, the applicant shall replat Lots 5 and 6, Block 2, Bohlken Estates 1st Addition to include Outlot A and B as shown on the preliminary plat all of which shall become part of Bohlken Estates 3rd Addition. 8. That a 10 foot drainage and utility easement be platted adjacent to all public right-of-ways. PUBLIC HEARING REZONE-36TH ST. BUILDERS DEVELOPMENT, INCORPORATED UPDATES/OTHER BUSINESS ADJOURNMENT That a 20 foot drainage and utility easement be platted along the east (rear) property lines of Lots 4 (including that portion of Outlot A and B which are to be eliminated), 5 and 6, Block 1, Bohlken Estates 3rd Addition. 10. The extension of Bohlken Drive to the west shall parallel the west property line of Lot 3, Block 3, Bohlken Estates 3rd Addition. 11. The final plat is approved subject to the property being rezoned from Agriculture to R-2. Upon vote taken, Ayes, 6; Nays, 0. Czech reviewed staffs October 19, 1993, memorandum to the Planning Commission concerning a request by Builders Development, Incorporated for approval of a rezone from Agriculture (A) to Medium Density Residence-Planned Residential Development (R-3 PRD) for undeveloped property adjacent to and west of Carl Park along the north side of 36th Street. Commissioner Retnardy opened the public hearing at 7:20 p.m. Fritze VaruNest with Builders Development, Incorporated introduced himself and Rick Sathre with Sathre-Bergquist, Incorporated. Mr. VanNest indicated that they were available to answer any questions of the Planning Commission. There being no further comments from the audience, the public hearing was closed at 7:21 p.m. Commissioner Schommer moved, Commissioner Onnen made a second, to recommend approval of the rezoned from Agriculture to R-3 PPD. Upon vote taken, Ayes, 6; Nays, 0. Czech reviewed actions pertaining to planning matters taken by the City Council at its November 1, 1993, meeting. There being no further business, Commissioner Bateman moved, Commissioner Anderson made a second, to adjourn the meeting at 7:24 p.m. I I ........................ T ..... T'
