HomeMy WebLinkAbout11/22/93 Hastings Planning Commission Minutes of November 22, 1993 Meeting The regular meeting of the Hastings Planning Commission was called to order by Commissioner Reinardy at 7:00 p.m. Commissioners Present: Anderson, Bateman, Bolesworth, Featherstone, Onnen and Reinardy Commissioners Absent: Schommer Staff Present: City Planner Czech MINUTES HOME OCCUPATION 600 RIVER STREET WEINBERG Commissioner Reinardy called for additions or corrections to the meeting minutes of November 8, 1993. There being no additions or corrections the minutes were approved. Czech reviewed staffs November 8, 1993, memorandum to the Planning Commission concerning a request by John & Sandra Weinberg for approval of a home occupation permit which would allow them to sell antiques and collectibles from their home at 600 River Street. Commissioner Schommer Joined the meeting at 7:06 p.m. The Planning Commission discussed issues relating to the home occupation including, but not limited to, traffic and hours of operation. John and Sandra Weinberg were present at the meeting and answered questions presented by the Planning Commission. Commissioner Featherstone moved, Commissioner Bolesworth made a second, to recommend approval of the home occupation permit subject to Mr. & Mrs. Weinberg complying with all home occupation standards and the following conditions: That the operating hours be restricted from 9:00 a.m. to 6:00 p.m. That the maximum number of cars that visit the home not exceed 10 per day. PUBLIC HEARING- PRELIMINARY/ FINAL PLAT - CARI PARK 4TH ADDITION Upon vote taken, Ayes, 5; Nays, 2 (Reinardy and Anderson). Czech reviewed staffs November 16, 1993, memorandum to the Planning Commission concerning a request by Builders Development,Incorporated for approval of a preliminary/final plat entitled Cart Park 4th Addition. Commissioner Reinardy opened the public hearing at 7:21 p.m. ...... ~--T ............. T T ......... PUBLIC HEARING-MINOR SUBDIVISION 755 EAST 31ST/ 2900 MILLARD AVENUE Fritze VanNest of Builders Development, Incorporated was present at the meeting and indicated that he agrees with staff recommendations and is available to answer questions from the Planning Commission. There being no further comments from the audience, the public hearing was closed at 7:23 p.m. The Planning Commission discussed issues relating to the plat including, but not limited to, grading, drainage and lot line pins. Commissioner Bolesworth moved, Commissioner Schommer made a second, to recommend approval of the preliminary/final plat for Carl Park 4th Addition subject to the following conditions: 2. 3. 4. That the final plat hardshells conform with the preliminary plat entitled Cart Park 4th Addition. That the developer shall pay $18,700 for cash in lieu of parkland prior to the City signing any final plat. The developer shall pay $5,500 in interceptor sewer charges prior to the City signing any final plat. The developer shall revise the Cari Park 4th addition grading and drainage plan to the satisfaction and approval of the Public Works Director. Prior to any building permits being issued the developer shall provide a certified survey that the enti~e site has indicated on the preliminary plat has been graded pursuant to the grading and erosion control plan. The developer shall comply with all requirements and/or recommendations made by the Dakota County Soil and Water Conservation District for complying with the Wetland Conservation Act of 1991. Upon vote taken, Ayes, 7; Nays, 0. Czech reviewed staffs November 8, 1993, memorandum to the Planning Commission concerning a request by Industrial Builders, Incorporated for approval of a minor subdivision for property located at 755 East 31st Street and 2900 Millard Avenue. Commissioner Reinardy opened the public hearing at 7:33 p.m. There being no one present in the audience, the public hearing was closed. SITE PLAN-KFC ADDITION - 2100 VERMILLION STREET UPDATES/ OTHER BUSINESS ADJOUI~NT The Planning Commission discussed issues relating to the minor subdivision including, but not limited to, paving of parking areas and setbacks. Commissioner Featherstone moved, Commissioner 0nnen made a second, to recommend approval of the minor subdivision as illustrated on the November 4, 1993, minor lot subdivision prepared by Dwyer and Associates, Incorporated (Drawing No. 93-083) subject to paving all bituminous areas in 1994. Upon vote taken, Ayes, 7; Nays, 0. Czech reviewed staffs memorandum to the Planning Commission concerning a request by K. Raj Maholtra of Kentucky Fried Chicken for approval of a site plan for a proposed addition to the restaurant located at 2100 Vermillion Street. The Planning Commission discussed several issues relating to the site plan including, but not limited to, landscaping, previous site plans, the size of the property and parking. Commissioner Featherstone moved, Commissioner Anderson made a second, to recommend that the site plan be tabled until a future meeting so that issues relating to the site plan can be addressed by the applicant. Upon vote taken, Ayes, 4; Nays, 3 (Onnen, Reinardy and Bolesworth). Czech reviewed actions pertaining to planning matters taken by the City Council at its November 15, 1993, meeting. The Planning Commission discussed the need to work with the NRRC on park issues relating to the development of the Wallin and Turtle properties. Commissioner Reinardy indicated that he would call Lynn Moratzka of the NRRC to coordinate these discussions. There being no further business, Commissioner Featherstone moved, Commissioner Bolesworth made a second, to adjourn the meeting at 7:51 p.m.
