Meeting of December 27, 1993
The regular meeting of the Hastings Planning Commission was called to order by
Commissioner Reinardy at 7:00 p.m.
Commissioners Present: Anderson, Bateman, Bolesworth, Onnen, Reinardy and
Schommer
Commissioners Absent: Featherstone
Staff Present:

MINUTES
Commissioner Reinardy called for additions or corrections to
the meeting minutes of December 13, 1993. There being no
additions or corrections the minutes were approved.
Commissioner Bolesworth moved, Commissioner Bateman made a
second, to remove from the table a rezone and preliminary plat
entitled Wallin Addition which was tabled at the December 13,
1993, Planning Commission meeting.
Upon vote taken, Ayes, 6; Nays, 0.
REZONE AND
PRELIMINARY
PLAT-WALLIN
ADDITION
Czech reviewed staffs December 22, 1993, memorandum to the
Planning Commission concerning your request by the Limited
Partnership of Duane & Winston Wallin for approval of a
rezoning from Agriculture (A) to Medium Density Residence -
Planned Residential Development (R-3 PRD) and preliminary plat
for approximately 24 acres adjacent to and south of West 15th
Street.
Commissioner Bateman moved, Commissioner Schommer made a
second, to recommend approval to City Council of a rezoning of
24 acres of property which constitutes the Wallin Addition
(Phase I) from Agriculture to R-3 PPD.
Upon vote taken, Ayes, 6; Nays, 0.
The Planning Commission discussed issues relating to the
proposed preliminary plat including, but not limited to,
existing utilities within the West 15th Street right of way,
the status of West 15th Street as a State Aid Road, Driveway
access onto West 15th Street and safety concerns, whether
Carlton Court should connect with Erickson Drive and cost
concerns relating to cul de sacs. John Dwyer, the applicants
surveyor, explained his reasons for designing the twinhomes
and cul de sac. Greg 3ablonske of Advanced Homes of Hastings
asked that the Planning Commission consider the townhome
design as presented to the Planning Commission. The Planning
Commission discussed issues relating to the preliminary plat
with staff.
Commlssloner Schommer moved, Commissioner Bateman made a
second, to recon%mend approval to City Council the Wallin
Addition preliminary plat as presented by the applicant and
subject to approval of rezoning, execution of a subdivision
development agreement, and the following conditions:
1. Park Dedication, Cash in lieu of land requirements.
2. Design specifications for pedestrian trails.
3. Interceptor Sewer Fees.
4. Timetable for completion of site grading by Applicant's
Contractor.
5. Any additional requirements that may be established
prior to final plat approval deemed necessary by the
City to protect the public's health, safety and welfare.
6. Public infrastructure including, but not limited to,
utilities and easements shall be designed to meet
requirements as determined by the City's Public Works
Division.
Upon vote taken, Ayes, 3; Nays, 3 (Anderson, Bolesworth and
Onnen).
The motion failed.
Commissioner Onnen moved, Commissioner Anderson made a second,
to recommend approval to City Council of the Wallin Addition
preliminary plat subject to approval of rezoning, execution of
a subdivision development agreement and the following

Carleton Court shall be replaced by a through street
connecting to West 15th Street at Erickson Drive, in

ADJOURNMENT
Czech reviewed actions pertaining to planning matters taken by
the City Council at its December 20, 1993, meeting.
The Planning Commission discussed issues relating to cul de
sacs and whether developers should have the option to meet
with the Planning Commission prior to formally submitting a
plat. Czech noted that staff will prepare a subdivision
checklist that indicates the developer has an option to meet
with the Planning Commission prior to formally submitting a
plat.
Commissioner Anderson moved, Commissioner Bateman made a
second, to adjourn the meeting at 8:00 p.m.
