IV. BUSINESS A. Preliminary Development Agreement - Spades SBC Please see the attached memo providing background information on Spades and their examination of the Block 1 parcel (former Panache site). Ray Menard of Spades will be present to provide further information. Staff seeks authorization to draft a Preliminary Development Agreement for sale of the property. B. Strategic Plan for Economic Development Please see the attached memo seeking HEDRA input on the frame work for the 2020 update of the Strategic Plan. Impressive Windows has moved into Beloved former space  United Promotions building at 1206 North Frontage Rd is for sale, they will be moving the former Caturia Smidt Funeral Home B. COVID Business Flexibility On May 18th, The City Council adopted the following measures to assist businesses impacted by the COVID pandemic: 1) Allow expanded use of sidewalks for commerce - City established a free Sidewalk Use Form for administrative approval of business expansions. 2) Allow conversion of downtown planters to table eating. Conversions of planters may be completed privately upon administrative approval. 3) Installation of portable toilets, handwashing stations, and picnic tables in the plaza beneath the TH 61 bridge. City has installed requested items in the parking lot north of the bridge plaza. 4) Increase the numbers of picnic tables on the Mississippi Riverfront. Staff has placed additional tables in the riverfront and downtown area to boost the existing number of benches, picnic table, and amphitheater seating. 5) Allow conversion of private parking lots to outdoor dining and take out service. Six requests for liquor license modifications that utilize private parking were approved at the June 1st Council Meeting. 6) Temporary signage enforcement will not be prioritized. City has enacted. 7) Allow conversion of certain on street parking areas into expanded dining options for downtown restaurants upon approval of a sidewalk café license. City Six requests for expanded sidewalk café licenses were approved at the June 1st Council Meeting. Additional requests are scheduled for June 15th. On June 1st, the City Council considered the following additional requests from the DBA that were tabled to a Special Council Meeting to be held on June 9th: HEDRA Agenda Notes June 11, 2020 Page 3 1. Emergency Ordinance Modifying City Code Chapter 111.25, Consumption of beer or liquor on streets and public property. 2. Request that the designated district be promoted as a “Curbside-to-Go Designated Area”. 3. Waive all cityside on-sale liquor license fees for 2020 to offer relief of the eight restaurants and bars within the downtown area. 4. Requests restaurant patio areas be expanded on weekends to occupy 2nd Street from the bridge to Sibley Street, and along Sibley from 2nd Street to the Legion. 5. Request flower planter on corner bump outs either be removed or flowers planted. 6. Request Temporary No Smoking\Vaping signs displayed in the Parklets and in the area of the Street Closures. C. Development Update  Epcon Development will hold a zoom meeting on June 11th at 6pm to discuss their concept plan for 33 detached senior villa homes to be located at the northwest corner of Pleasant and Northridge Drives.  Spiral Brewery has submitted a Special Use Permit provide rooftop seating for their taproom located at 111 East 2nd Street. The Planning Commission will review on June 8th with City Council review anticipated on June 15th.
