HomeMy WebLinkAbout04/11/94Hastings Planning Commission Meeting of April 11. 1994 The regular meeting of the Hastings Planning Commission was called to order by Commissioner Bolesworth at 7:00 p.m. Commissioners Present: Schommer, Flom, Bateman, Bolesworth and Onnen. Commissioners Absent: Reinardy and Williams Staff Present: City Planner Czech MINUTES Commissioner Bolesworth called for additions or corrections to the meeting minutes of March 28, 1994. There being no additions or corrections the minutes were approved. PUBLIC HEARING- REZONE FROM AGRICULTURE TO R-3 PRD-KDWA RADIO TOWER SITE -TIFFANY DRIVE Czech reviewed staffs March 25, 1994, memorandum to the Planning Commission concerning a request by Roy K. Klein, Jr. of KDWA Radio Station for approval of a rezone from Agriculture (A) to Medium Density Residence/Planned Residential Development (R-3 PRD) for approximately 5 acres of undeveloped property located adjacent to and north of Tiffany Drive which is the KDWA Radio Tower Site. Commissioner Bolesworth opened ~e p~lic hearing at 7:03 p.m. A1 Jensen of 450 East 31st Street provided the Planning Commission with a petition opposing the proposed R-3 zoning. Mr. Jensen stated his reasons for opposing the rezone and indicated that he is in favor of R-2 zoning. Steve Richter of 360 East 31st Street indicated that he lived west of the subject property and that he opposes R-3 zoning and wants twin and single family homes. Les Olson of 460 East 31st Street indicated that he opposes R-3 zoning and wants R-1 or R-2. Earl Foster of 3375 Red Wing Boulevard expressed concerns regarding foot traffic trough his yard and that he wants single family only and opposes R-3 zoning. Rose Holtz of 3446 Cory Lane indicated that she lives in a four unit townhome adjacent to the subject property and believes the R-3 zoning is a good thing as it may provide for more affordable housing for someone like herself who is a single parent. Jim Blichseldt of 318 East Avenue South, Dresser, Wisconsin indicated that he was the potential developer of the subject property and displayed proposed building plans which he indicated would provide for a very attractive development. UPDATES/OTHER BUSINESS ADJOURNMENT Dan Masmen of 1718 Vermillion Street and Co-owner of Ed)WA Radio Station was present at the meeting and explained that they want to sell the site because they are requesting the FCC for increased power for their radio station. Mr. Masmen explained that if they don't sell the property increased power at the existing site could cause adverse effects on adjacent properties. Roy Klein of 1718 Vermillion and co-owner of KDWA radio station indicated that KDWA wants to be a good neighbor and they need to rezone the property so they can sell and move their radio tower to a new site. The Planning Commission received additional testimony from those listed above. There being no further comments from the audience, the public hearing was closed at 7:35 p.m. The Planning Commission discussed with staff, the applicant, and those present at the meeting several issues including, but not limited to, density standards and the existing radio tower. Commissioner Schommer moved, Commissioner Onnen made a second, to recommend approval of a rezone from Agriculture to R-3 PRD. Upon vote taken, Ayes, 5; Nays, 0. Czech reviewed City Council actions relating to planning matters which occurred at the April 4, 1994, City Council meeting. There being no further business, Commissioner Bateman moved, Commissioner Flom made a second, to adjourn the meeting at 8:00 p.m.
