HomeMy WebLinkAbout05/09/94Hastings Planning Commission Meeting of May 9, 1994 The regular meeting of the Hastings Planning Commission was called to order by Commissioner Reinardy at 7:00 p.m. Commissioners Present: Flom, Bateman, Bolesworth, Williams, Onnen and Reinardy Commissioners Absent: Schommer Staff Present: City Planner Czech MINUTES Commissioner Reinardy called for additions or corrections to the meeting minutes of April 25, 1994. Co~u~lssfoner Onnen noted that Condition #2 for the final plat of Pleasant Valley 8th Addition should be revised as follows: 2.Payment of Interceptor Sewer Charges totalling $4,505.00 (17 units x $265.00) prior to the City signing final plat hardshells. There being no further additions or corrections the minutes were approved. PUBLIC HEARING- MINOR SUBDIVISION COMMERCE DRIVE CITY OF HASTINGS Czech reviewed staffs May 4, 1994, memorandum to the Planning Commission concerning a proposed minor subdivision of City owned property adjacent to and north of Commerce Drive between Millard Avenue and Spiral Boulevard. Commissioner Reinardy opened the public hearing at 7:03 p.m. There being no one present at the meeting the public hearing was closed. The Planning Commission discussed issues relating to the minor subdivision including, but not limited to, proposed use of the property, lot size and minor subdivision requirements. Commissioner Bateman moved, Commissioner Williams made a second, to recommend approval of the minor subdivision with the understanding that the property will be replatted consistent with the approved minor subdivision and subject to the following condition: 1. The minor subdivision shall include a 15 foot wide drainage and utility easement along the east lot line, a 15 foot wide drainage and utility easement along the south lot line, a 5 foot wide drainage and utility easement along the west lot line and a 10 foot wide drainage and utility easement along the north lot line. Upon vote taken, Ayes, 6; Nays, 0. PUBLIC HEARING- AMEND C}L~PTER 10. SECTION 10.17, SUBD. 2A(1) TO ALLOW INDOOR AUTOMOBILE SALES IN THE C-3, C-4 AND C-5 ZONES UPDATES/OTHER BUSINESS ADJOURNMENT Czech reviewed staffs May 2, 1994, memorandum to the Planning Cormmission concerning a request by Godwin Peris and George Markarian for approval of an amendment to the zoning ordinance to allow indoor automobile sales within the C-3, C-4 and C-5 zone districts. The amendment would modify language contained at Chapter 10, Section 10.17, Subd. 2A(1). Commissioner Reinardy opened the public hearing at 7:13 p.m. There being no one present at the meeting the public hearing was closed. The Planning Commission discussed issues relating to the proposed amendment including, but not limited to, temporary versus permanent sales, parking requirements and indoor sales. Commissioner Bolesworth moved, Commissioner Bateman made a second, to recommend approval of an amendment to Chapter 10, Section 10.17, Subd. 2A(1) to read as follows: Retail establishments such as grocery, hardware, drug, clothing and fur~iture stores, eating and drinking places, and automobile dealerships provided all merchandise, including automobiles, is kept inside a building. Upon vote taken, Ayes, 6; Nays, 0. Czech reviewed Glty Council actions relating to planning matters which occurred at the May 2, 1994 City Council meeting. Commissioner Bolesworth moved, Commissioner Flom made a second, to adjourn the meeting at 7:22 p.m.
