HomeMy WebLinkAbout06/27/94Hastings Planning Commission Meeting of June 27, 1994 The regular meeting of the Hastings Planning Commission was called to order by Commissioner Reinardy at 7:00 p.m. Commissioners Present: Bateman, Bolesworth, Reinardy and Schommer Commissioners Absent: Flom and Onnen Staff Present: City Planner Czech MINUTES Commissioner Reinardy called for additions or corrections to the meeting minutes of June 13, 1994. There being no additions or corrections the minutes were approved. HOME OCCUPATION - 545 WEST 2ND STREET Czech reviewed staffs June 6, 1994, memorandum to the Planning Commission concerning a request by Paul Tatge for approval of a home occupation permit which would allow him a digital imaging and printing business at 545 West 2nd Street. The Planning Commission discussed issues relating to the home occupation including, but not limited to, off street parking. Commissioner Schommer moved, Commissioner Bolesworth made a second, to recommend approval of the home occupation permit subject to Mr. Tatge complying with all home occupation standards including, but not limited to, a basic fire protection inspection by the Fire Marshall. Upon vote taken, Ayes, 4; Nays, 0. PUBLIC HEARING -PRELIMINARY/ FINAL PLAT- SINTA ADDITION Czech reviewed staffs June 14, 1994, memorandum to the Planning Commission concerning a request by Kooros M. Rejali of Sinta Development Corporation for approval of a preliminary/final plat called Sinta Addition which is a replat of Lots 1, 2, 3, Block 3, Williams First Addition. Commissioner Onnen joined the meeting at 7:04 p.m. Commissioner Reinardy opened the public hearing at 7:05 p.m. There being no one to address the issue the public hearing was closed. The Planning Commission discussed issues relating to the preliminary/final plat including, but not limited to, requirements for mailboxes and street and utility improvements. Commissioner Bateman moved, Commissioner Schommer made a second, to recommend approval of the preliminary/final plat for Sinta Addition subject to the following conditions: PUBLIC HEARING- SPECIAL USE PERMIT/SITE PLAN-1390 SOUTH FRONTAGE ROAD T~at the developer shall pay $2,120 ($265.00 per unit) for interceptor sewer charges (ISC) prior to the city signing any final plat. If the city increases the ISC prior to receiving final plat hardshells, the applicant will be responsible for the higher ISC. That all mailboxes for Lots 1-5, Sinta Addition be located in one central location. That all mailboxes for Lots 6-8, Sinta Addition be located in one central location. That the developer shall prepare changes to the preliminary plat consistent with those recommendations spelled out in Public Works Director Tom Montgomery's June 14, 1994, memorandum to City Planner Paul Czech. The developer shall enter into an amended subdivision development agreement which recognizes those conditions outlined above and any other requirements deemed necessary by the city. Upon vote taken, Ayes, 5; Nays, 0. Czech reviewed staffs June 16, 1994, memorandum to the Planning Commission concerning a request by SuperAmerica Group for approval of a site plan and special use permit to construct and operate a gas/convenience store at 1390 South Frontage Road. Commissioner Reinardy opened the public hearing at 7:17 p.m. There being no one to address the issue the public hearing was closed. The Planning Commission discussed issues relating to the site plan including, but not limited to, requirements for free standing signs. Bill Ferris of SuperAmerica Group discussed minor issues relating to the site plan. The Planning Commission thanked SuperAmerica Group for providing a plan which would compliment adjacent developments. Commissioner Bolesworth moved, Commissioner Bateman made a second, to recommend approval of the site plan and special use permit subject to the following condition: The proposed structure and accessory items including, but not limited to, the parking lot and landscaping shall be completed pursuant to the approved site plan. Upon request for occupancy of the building, all uncompleted items contained within the site plan shall be addressed pursuant to the escrow requirements contained within the site plan review provisions of the city zoning ordinance (Section 10.24). PUBLIC HEARING -SPECIAL USE PERMIT/SITE PLAN-1402 VERMILLION STREET UPDATES/OTHER BUSINESS ADJOURNMENT Upon vote taken, Ayes, 5; Nays, 0. Czech reviewed a letter dated June 27, 1994, from Dan Schaffer, applicant for the proposed gas/convenience store and car wash at 1402 Vermillion Street requesting that the site plan and special use permit application be removed from the agenda. Czech suggested that the public hearing be held and that the Planning Commission take action to cease consideration of the application consistent with the applicants request. Commissioner Reinardy opened the public hearing at 7:27 p.m. Edwin Steinke of 116/120 West 15th Street was present at the meeting and expressed concern regarding the access drive proposed for West 15th Street. Peggy McCabe of 123 West 14th Street indicated that she was concerned with property setbacks and proposed lighting. There being no further comments from the audience, the public hearing was closed at 7:35 p.m. The Planning Commission discussed issues relating to the special use permit and site plan including, but not limited to, the volume of traffic that would be generated by this use and the location of access drives. Commissioner Bolesworth moved, Commissioner Onnen made a second, to cease consideration of the special use permit and site plan as requested by the applicant. Upon vote taken, Ayes, 5; Nays, O. Czech reviewed City Council actions relating to planning matters which occurred at the June 20, 1994, meeting. Commissioner Bateman moved, Commissioner Bolesworth made a second, to adjourn the meeting at 7:40 p.m.
