HomeMy WebLinkAbout5 - Walllin 18th Final Plat To: Planning Commission From: John Hinzman, Community Development Director Date: April 13, 2020 Item: DR Wallin – Final Plat #2020-16 – Wallin 18th Addition REQUEST Wallin Limited Partnership seeks Final Plat approval of Wallin 18th Addition consisting of eleven single family lots and one outlot for future development. The site is generally located north of Rivershore Drive between General Sieben Drive and Woodcliffe Trail. BACKGROUND INFORMATION 2018 Wallin 18th Addition The City Council denied a Preliminary and Final Plat application of a similarly named Wallin 18th Addition in 2018 consisting of 14 villa townhomes along Brandlewood Court. The 2018 request was not consistent with the 2002 Preliminary Plat approval. The current applicant seeks Final Plat approval only and the plan is consistent with the approved 2002 Preliminary Plat containing single family homes. Preliminary Plat vs. Final Plat Preliminary Plat involves design and approval of the grading, drainage, utility, and subdivision plan for the development; it is the more intensive of the two plat approvals. Final Plat involves the official subdivision of into individual lots; the City ensures conformity of the Final Plat to the Preliminary Plat. Preliminary Plat & Master Development Agreement The property is part of the Wallin Preliminary Plat and Master Development Agreement approved by the City Council on July 8, 2002. The agreement was further extended on March 15, 2012. The Final Plat is consistent with the 2002 Preliminary Plat. Comprehensive Plan Classification The use is consistent with the Comprehensive Plan. The property is guided Low Density Residential in the Comprehensive Plan. Zoning Classification The use is permitted within the Zoning Code. The property is zoned R-1 - Low Density Residence. Single family homes are a permitted use in the R-1 District. Planning Commission Memorandum Adjacent Zoning and Land Use The following land uses abut the property: Existing Condition The existing 9.59 acre site is vacant. Proposed Condition Subdivision of eleven single family lots. Creation of Outlot A encompassing for future subdivision. FINAL PLAT REVIEW Preliminary Plat Preliminary Plat approval was granted by the City Council on July 8, 2002. The Final Plat is consistent with the Preliminary Plat. Grading, Drainage, and Erosion Control Plan The Grading, Drainage, and Erosion Control Plan were approved as part of the Preliminary Plat. Tree Plan The Tree Planting Plan was approved as part of the Preliminary Plat. Utilities The Utility Plan was approved as part of the Preliminary Plat. Public Land Dedication Public land dedication has been previously satisfied. Sewer Interceptor Fees Sewer Interceptor Fees have been previously satisfied. RECOMMENDED ACTION Approval of the final plat of WALLIN 18TH ADDITION to the City Council, subject to the following condition: 1. Conformance with the approved Preliminary Plat and Master Development Agreement as approved by the City Council on July 8, 2002, as amended.
