Call Meeting to Order Planning Commissioners Present: Johnson, Siebenaler, Messina, Romens, and Halberg Planning Commissioners Absent: Martin and Best Staff Present: Community Development Director John Hinzman 2. Approval of Minutes Commissioner Messina moved to approve the minutes as presented seconded by Commissioner Halberg Ayes 5; Nays 0. Motion approved. PUBLIC HEARINGS 3. Mint Development - Comprehensive Plan Amendment and Rezoning #2020-08 - 1190 County Road 47. Hinzman provided a summary of the proposed actions. Rob Barse of Mint Development relayed concerns of the neighborhood meeting including traffic and differences of their proposed senior facility and the recent approval of the Schoolhouse Square Senior Project. Chair Johnson opened the public hearing at 7:12 pm. Mary Murphy - 1021 County Road 47 does not support the change to the comprehensive plan, traffic is a concern, Dakota County may be studying traffic in the corridor, and questioned the market. John Anderson - 1131 Southview Drive is concerned about parking and lighting, why change the comprehensive plan when it was just recently adopted, could the senior apartments be constructed elsewhere to not have an effect on existing homes. Carolyn Lien - 3125 Village Trail stated traffic noise is an issue, this is not the right place for construction of this type of facility, concerned with traffic access to County Road 47. Jessica Ritter - 1151 Southview Drive questioned why the comprehensive plan should change, couldn’t the senior apartments be constructed elsewhere in areas presently zoned for it. Paul Murphy - 1021 County Road 47 shared concerns about construction on the site and its affect on the flooding on surrounding properties, the area outside of the floodplain is highly developed, would prefer to keep the site low density. Mike Barron - 1161 Southview Drive stated he lives across the Vermillion River from the site and is concerned about affect on wildlife, traffic, and lowering of his property value. Chair Johnson closed the public hearing at 7:36pm Mr. Barse stated traffic patterns for senior housing do not mirror those of single family, especially during rush hour. He and his development partner reviewed many sites over the past couple of years for senior housing. Mike Hoagberg - Headwaters Development stated he understands the traffic issues brought forward; perhaps this project could assist in providing solutions. The senior apartment differs from a market rate apartment. The owner of the property has attempted sale for single family use in the past and has not been successful. Commissioner Halberg stated he supports the concept of aging in place, the senior apartment could bring more residents to Hastings. The comprehensive plan may change to reflect changes in the City. Low density does not make sense for the site. Commissioner Siebenaler asked how density is calculated and how this building compares with the neighboring apartment buildings constructed by Siewert. Director Hinzman stated the density is based on the property to be zoned R-4, which does not include the floodway. Both the Siewert apartments and this site would be regulated by the Shoreland Ordinance. Chair Johnson noted the site is encumbered with floodplain and asked for clarification on locations and effect. Director Hinzman provided a summary of floodplain locations and impacts. Commissioner Romens stated development of the property into single family homes could result in multiple driveway accesses to County Road 47. Development of additional senior housing will open up existing single family housing to new families; his move to Hastings involved purchase of a home from someone moving to a senior facility. Commissioner Siebenaler shared concerns that the intensification from low density to high density on the site was too drastic. Motion by Commissioner Halberg to recommend approval of the Comprehensive Plan Amendment and Rezoning subject to the conditions of the staff report. Second by Commissioner Romens. Ayes 4; Nays 1 (Siebenaler). Motion approved. The City Council will consider 1st Reading of the Ordinance Amendment for the Rezoning at the March 16th meeting. The public hearing and final action on the rezoning and the comprehensive plan amendment would likely take place on April 6th. 4. Other Business Hinzman discussed past City Council actions and development of the Confluence. 5.
